Duties
- Assesses operations effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major objectives of USAID CMC.
- Identifies and develops methods to resolve organizational administrative problems or cope with issues which directly affect the accomplishment of key agency program goals and objectives.
- Serves as a technical expert, providing advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods.
- Establishes and maintains liaison with program directors and works closely with their representatives to ensure that concerns such as proper requirements definition and adequate funding are met.
- Provides expert advice and technical assistance to managers and supervisors in a wide variety of administrative program areas.
- Conducts comprehensive evaluations of ongoing functions to ensure that the organization meets its stated goals and identifies areas where operational efficiency can be enhanced.

- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a security clearance.
- Time in grade must be met by the closing date of the vacancy announcement.
- Males born after 12/31/1959 must be registered with the Selective Service.
- You will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before onboarding with the agency, if after November 22.
Qualifications
Specialized Experience
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the
GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) assessing program effectiveness or the improvement of complex programs and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs; (b) conducting comprehensive evaluations of ongoing functions to ensure that the organization meets its stated goals; (c) identifying and develops methods to resolve organizational administrative problems or cope with issues which directly affect the accomplishment of key agency program goals and objectives; (d) directing the capture, reporting, and analysis of statistical data relating to the organization’s operations and directs or personally performs special studies or projects.
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the
GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements.
