Org. Setting and Reporting
The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.
This position is located in the Strategic Planning Service, within the Office of the Under Secretary-General in Department of Safety and Security. The Programme Management Officer reports to the Director of the Strategic Planning Service. The focus of this job is to lead the implementation, monitoring and evaluation of programmes, operations and other activities in an assigned functional area.

Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
- Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Leads the development of the Department’s performance indicators and implementation of the system for regularly monitoring performance against indicators throughout the cycle; analyzes and reports patterns, trends and systemic weaknesses requiring an entity’s response.
- Researches, analyzes and presents information related to risk management gathered from diverse sources.
- Coordinates policy development with regards to Enterprise Risk Management (ERM), including the review and analysis of issues and trends, preparation of relevant research activities and studies,
- Designs the Department’s Enterprise Risk Management (ERM) process ; ; reviews, analyzes and interprets risk treatment plans, identify problems/issues and prepares conclusions in support of the UNDSS Risk Management Committee.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.

Managing performance
Education
Advanced university degree (Master’s degree or equivalent) in social sciences, political science, business administration, management, risk management or related field is required. A first-level university degree in combination with two years qualifying experience may be accepted in lieu of the advanced university degree
Work Experience
A minimum of seven years of progressively responsible experience in strategic planning, project or programme management, organizational development, administration or related area is required.
Experience in ERM and coordinating organizational performance management activities is required.
Comprehensive experience in developing strategic planning and risk management tools, methodologies, policies, procedures and operations is required.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another UN official language(s) is desirable.
