The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other  members of civil society. 


The CCAC is the only international initiative working on integrated climate and clean air solutions to  reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate  pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.

The Associate Programme Officer(s) will support the overall planning, coordination, and governance of projects within the CCAC programme, with a focus on donor liaison, grant management, financial monitoring, and operational support. The incumbents will contribute to the effective implementation of projects, ensuring compliance with UNOPS policies and procedures, and facilitating knowledge sharing and communication among stakeholders. The Associate Programme Officer(s) will also support the CCAC in its secretariat functions by carrying out basic research on selected aspects of programmes, operations and other activities related to short-lived climate pollutants (SLCPs).


1. Project Planning, Coordination & Governance Support

  • Support with the overall planning, coordination and governance of the project, including the liaison with various donors and stakeholders, and including the preparation of background documents, discussion papers and and presentations on management, financial and operational matters.
  • Support the organization of various project grant support activities, meetings and events, including planning and logistics management of annual planning workshops, as well as various regular donor, advisory and implementing partner meetings, ensuring that they are held effectively and their proceedings are recorded accurately.
  • Support the review and management of donor contribution and grant agreements, input new engagements into the UNOPS engagement system, and support management of the required revisions or specific conditions to be met, prior to and during project execution phase.
  • Review and coordinate the grant/operational aspects of the project, and facilitate delivery in discussion with the relevant operational support teams in GPO and UNOPS HQ.
  • Identify grant/operational and financial issues, risks and challenges, and manage and resolve them by taking appropriate action, following consultation with the supervisor.
  • Draft correspondence to parties concerned, follow up on the implementation of decisions, and prepare regular progress, narrative, financial and other reports, as appropriate
  • Coordinate the preparation of aggregated donor reports on progress and financial performance
  • Support the effective provision of services related to procurement/contract administration, finance/payment process, grant management and HR/recruitment process.
  • Support development of specifications/TORs and evaluation criteria, and coordinate the evaluation of bids/proposals for procurement, grants and recruitment processes required by the CCAC, ensuring that contractual arrangements are created and managed effectively.

2. Financial Planning, Monitoring and Reporting

  • Maintain monitoring systems to keep track of the performance of implementing partners and partner country beneficiaries.
  • Support the implementation of CCAC’s M&E framework, including the alignment of contract management with the overall Theory of Change.
  • Coordinate with implementing partners the application of M&E tools, such as reporting templates and evaluation surveys to ensure the adequate data collection and quality assurance.
  • Set up project/grant agreements and budgets in the ERP system and monitor project budgets, support the preparation of due budget revisions in consultation with the supervisor and Finance Unit, as well as the relevant project counterparts.
  • Support preparation of work plans, budgets, financial reports and ad-hoc updates on cash-flow status, contractual commitment and expenditure status draft appropriate comments on audit reports, as necessary.

3. Support Systems, Tools & Кnowledge Management

  • Continuously maintain existing ERP and project and grant management tools/perspectives, as well as relevant internal mechanisms, for high quality service provision to various partners.
  • Drive the regular data updates and related exercises especially related to project level and financial reporting.
  • Participate in training for the operations and project staff on the relevant tools, approaches and procedures, to ensure effective project implementation.

4. Grants Management

  • Act as designated first contact with the CCAC for grants management issues and support needs, facilitating delivery of effective services.
  • Coordinate with the respective WEC and GPO teams on specific cases and best possible support for timely provision of guidance on operational processes and procedures.
  • Assist the CCAC with the management of grants management processes, including systematic management of data needs, issue resolution, and results reporting and coordinating responses to requests for information from other internal units and from external parties.
  • 5. Knowledge management and communications
  • Provide sound contributions to knowledge networks and communities of practice.
  • Collaborate closely with colleagues in the team and ensure effective knowledge management related to all functions;
  • Support in developing internal communication flows with the different stakeholders
  • Support preparation of project and programmatic documents;
  • Provide any additional support as required;

6. CCAC Secretariat Support

  • Supports CCAC in its secretariat functions by carrying out basic research on selected aspects of programmes, operations and other activities related to short-lived climate pollutants (SLCPs).
  • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends related to SLCPs and as part of the CCAC funded projects and activities.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications that relate to SLCP mitigation.
  • Provides administrative and substantive support to consultative and other CCAC governance meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.
  • Coordinates activities related to CCAC calls for proposal and funded projects (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (work programme, programme budget, etc.).
  • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
