Against the backdrop of the war and humanitarian crisis in the Gaza Strip, UN-Habitat has developed an Integrated Urban Recovery Framework (IURF) for Gaza linking urgent humanitarian needs to long-term reconstruction. The IURF provides a strategic framework to support acute shelter needs while also laying the foundations for longer term recovery and reconstruction of Gaza’s urban systems and housing stock, with the needs and aspirations of communities at its core. The programme is structured around two core interconnected pillars, covering Emergency and Transitional Shelter Response and Area-Based Recovery and Reconstruction
Achieving the key results will directly impact the successful implementation of the country programme across targeted areas of cooperation, while enhancing the overall efficiency, effectiveness, and quality assurance of projects delivery. Moreover, these outcomes will contribute to the strategic design and execution of activities, the development of impactful partnerships, and the achievement of resource mobilization objectives.
Under the direct supervision of the Senior Programme Officer and the Head of Operations in the West Bank, the incumbent’s responsibilities will be as
follows:
Project Management & Coordination: Act as the primary focal point, coordinating with various stakeholders, including implementing partners, local organizations, government counterparts (Palestinian Authority, etc.), UN agencies and clusters (shelter, site management, HLP), to ensure streamlined and efficient implementation of all project/programme activities in the Gaza Strip. This involves representing the Project/agency in relevant meetings and fostering strategic alliances. Manage the contractual agreements with implementing partners.
Project development: Contribute to the development and review of new project documents in the Gaza Strip, including through joint programmes
Oversight & Monitoring: Oversee the implementation of planned activities to ensure quality results and timely execution, which often involves monitoring progress against established milestones and project documents.
Reporting & Documentation: Prepare various project documents, reports, and communication materials for internal and external stakeholders. Ensure all data compiled is documented and shared with authorized officials.
Logistics and Operations: Overseeing subcontracts, managing transactions related to work, keeping records of budget expenditures, and ensuring smooth operational implementation.
Stakeholder management: Build and maintain relationships with UN agencies, local authorities, community leaders, and other key stakeholders.
Budget and resource management: Assist in defining and managing project scope, budget, and timelines.
Adaptability: Work under pressure and adapt to changing security and operational assessments, and in line with the incumbent’s technical specialization.
