Program Delivery (PDEL) - Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. Position Overview

The Project Director will provide technical leadership, strategic planning and operational oversight for overall implementation of the project and will serve as the primary liaison with USDOL-ILAB, project partners and relevant project stakeholders. The Project Director will have primary responsibility for achieving and executing the project’s vision and strategy, manage critical relationships and engage in coalition building and public-private partnership promotion. S/He will ensure that all contractual requirements are met on time and within budget. This position is contingent upon award.

Key Responsibilities

The Project Director’s primary responsibilities include:

  • Responsible for the overall technical direction of the project and management of project activities, providing leadership to the project team to ensure high quality programming to achieve project results.
  • Serve as Pact’s liaison to USDOL-ILAB, partners, local governments, and other key stakeholders; engage in coalition building and public-private partnership promotion
  • Oversee project planning (i.e., development of work plans and operating budget) and reporting (i.e., review and approve periodic budgets and reports).
  • Ensure that Pact provides high-quality technical assistance to local partners; conduct regular monitoring and mentoring visits to local partners; ensure cost-effective use of resources.
  • Ensure compliance with HQ and donor requirements, policies, and regulations
  • Represent Pact at conferences, working groups, and meetings to support Pact’s thought leadership.
  • Perform other duties as assigned.

Basic Requirements

  • A minimum of an advanced degree (Medical, Masters, or PhD) in a relevant field.
  • Minimum of twelve years of experience in project management, supervision, administration, and implementation of cooperative agreement and/or contract requirements; preferably in Colombia.
  • Demonstrated ability establishing and maintain systems for managing project operations, meeting deadlines, and achieving targets.
  • Working with multiple subgrantee(s) and/or contractor(s), and overseeing the preparation and submission of required reports to donor agencies.
  • Demonstrated knowledge of and experience with working with the USG; familiar with national and international labor laws and standards.
  • Fluency in English and Spanish is required.
  • Applicant must be national/local - must devote a minimum of 90 percent of time to project activities to achieve expected outcomes.

Preferred Qualifications

  • Familiar with international agreements such as the Free Trade Agreements (FTA), UN Guiding Principles on Business and Human Rights and OECD Guidelines for Multinational Enterprises.
  • Experience establishing and maintaining working relationships with project stakeholders and engaging in coalition building and public-private partnership promotion.
  • Proven experience in a leadership role for a project addressing labor-related issues, including child labor, forced labor, or workplace exploitation.
  • Understanding of agricultural supply chains, gender mainstreaming, and/or women’s economic empowerment.
  • Proficiency with public speaking is preferred.
