STATEMENT OF DUTIES

This position is established as a Project Management Specialist “ladder” position, beginning at FSN-09 and ending at FSN-11. Contract “ladder” awards are typically made at a level below the full performance level, where the selected CCNPSC demonstrates high potential to achieve the full performance grade level but cannot meet the full training and/or experience requirements of the full-performance position description at the time of award. At the Full Performance Level (FSN-11), the CCNPSC will perform the following general duties:

BASIC FUNCTION OF THE POSITION: FSN-11
The USAID Project Management Specialist (Full Performance Level/Ladder) is located in the USAID/Pacific Islands Field Office in Republic of Marshall Islands (RMI). The Specialist works under the direct supervision of the USAID Country Coordinator in RMI. The job holder serves as the USAID senior local staff in RMI. S/he advises and provides support to the USAID Country Coordinator in the planning, design, implementation, and monitoring of programs to help achieve the following objectives in the RMI:

  • Support the U.S. government (USG) broader foreign policy objectives in the region
  • Address country and regional priorities
  • Complement other donor efforts
  • Report on recent news, developments, and perspectives from the field and advise on how the portfolio can be adjusted more effectively

The Specialist is responsible for:

  • Project management
  • Representational and outreach
  • Coordination
  • Program and administrative support

BASIC FUNCTION OF THE POSITION: FSN-10
The USAID Project Management Specialist (Intermediate Level/Ladder) is located in the USAID Pacific Islands Field Office in Republic of Marshall Islands (RMI). The Specialist works under the direct supervision of the USAID Country Coordinator in RMI. The job holder provides support to the USAID Country Coordinator on:

  • Program planning
  • Monitoring implementation
  • Analyzing financial information
  • Coordinating activities with stakeholders including USAID Pacific Islands in Fiji, USAID Philippines, the U.S. Embassy in RMI, host country government counterparts, and donor partners to ensure successful implementation of the USAID programs in RMI

Additional responsibilities:

  • Serve as the Activity Manager for assigned programs
  • Act as a technical resource in strategic planning, program and activity design, budgeting, implementation, monitoring, and evaluation of USAID-supported programs and activities in RMI
  • Independently cultivate and maintain contacts and dialogues with grantees and contractors, U.S. Embassy, counterparts in the host governments, other donors, and private stakeholders

BASIC FUNCTION OF THE POSITION: FSN-09
The USAID Project Management Specialist (Entry Level/Ladder) is located in the USAID/Pacific Islands Field Office in Republic of Marshall Islands (RMI). The Specialist works under the direct supervision of the USAID Country Coordinator in RMI. The job holder serves as the point of contact and is responsible for:

  • Project management support
  • Administrative functions for all USAID program activities in the Field Office in RMI

Key duties include:

  • Tracking project information and performance measures
  • Managing budgets and financial pipeline for individual projects
  • Preparing various reports and developing weekly outreach bullets
  • Informing the USAID Country Coordinator of current issues and challenges in the implementation of activities in RMI

Day-to-day activities involve:

  • Providing support to program/project management, financial management, and administrative management
  • Interacting with USAID-funded contractors and grantees
  • Coordinating with other donors and Embassy colleagues
  • Establishing networks in the development assistance community

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

To be considered for this position, offerors must meet the following minimum qualifications:

Education (PASS/FAIL)
Note: Additional education may NOT be substituted for experience.
Full Performance Level (FSN-11) / Intermediate Level (FSN-10) / Entry Level (FSN-09)
Bachelor’s degree in any of the following fields is required: international development, international studies, law, social sciences, economics, business administration, public administration/policy, or related fields.

Prior Work Experience (PASS/FAIL)
Note: Additional experience may NOT be substituted for education.
Full Performance Level (FSN-11)

  • A minimum of five (5) years of progressively responsible, professional-level experience in the development field is required.
  • Experience should include project design, program planning and implementation, performance monitoring, and/or the analysis and interpretation of large amounts of complex program/project/activity information.
  • One (1) year of this experience should have been gained working at a Fully Successful level in a position equivalent to no less than the next lower of FSN responsibility in this or an occupation that requires similar skills, within a USG organization, host country government, private sector, or within an international or donor organization.

Intermediate Level (FSN-10)

  • A minimum of four (4) years of progressively responsible experience in the development assistance, project management, or related fields.
  • One year of this experience should have been gained working at a Fully Successful level in a position equivalent to no less than the next lower of FSN responsibility in this or an occupation that requires similar skills, within a USG organization, host country government, private sector, or within an international or donor organization.

Entry Level (FSN-09)

  • A minimum of three (3) years of progressively responsible experience in the development assistance, project management support, technical assistance, or related/equivalent work with an international or donor organization, host country government, or private organization is required.
