The Specialist serves as the Project Management Specialist (Localization Specialist) within the United States Agency for International Development (USAID)/Nepal’s Program Office (PO). S/he will work with technical offices to plan and organize the development and implementation of appropriate designs for awards that will be made directly to local partners and provides guidance on locally-led program interventions to address issues in Nepal. S/he serves as the Missions program manager for the USAID Localization Support activity. The Specialist is responsible for project coordination, management, and design for locally- led interventions. The Specialist will expand and deepen relationships with local actors and will focus on non-traditional partners and those which consist of or work with the marginalized and the vulnerable. The Specialist will facilitate local actors to address their development challenges, to engage with local governments and other development actors, and to strengthen networks. The Localization Specialist serves as the Contracting Officer’s Representative (COR) for the USAID Localization Support activity. While based at Embassy Kathmandu, the position will require frequent travel for field monitoring, extensive coordination with local stakeholders, and U.S. Government (USG) representation at events.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
a. Education: A university Bachelor’s degree in public administration, social science, international development or other development-related fields is required. b.Prior Work Experience: A minimum of four years of progressively responsible experience in the design, management, and/or monitoring and evaluation of locally led development that may include programming in gender and social inclusion, livelihoods, social protection, resilience, or other development related fields is required. Working familiarity with grant making, organizational assessments, capacity building, and programming mechanisms is required. c. Language Proficiency: Level IV (fluent) in English reading, writing and speaking ability is required. This will be tested. Must be able to speak in a concise, articulate and thoughtful manner on development programs and issues. d.Job Knowledge: • A thorough knowledge of host government policies, laws, regulations, and operational procedures related to civil society, NGOs, and locally led development policy is required. • Demonstrated knowledge of participatory development approaches, social inclusion, gender, and development approaches is required. • Must demonstrate understanding of, and be able to explain, the concepts of diversity, inclusion, and equity and relate them to their work. • Must have knowledge of the GON context and policies on equity and inclusion and be able to apply that knowledge within the USG context as part of their work. • Must have a full understanding of Nepal’s NGO sector and how NGOs are contributing to Nepal’s development. e. Skills and Abilities: • Ability to focus on results and impact, facilitate learning and build relationships, continuously learn and improve, and navigate change is required. • Must have a high degree of competence, professional maturity, and experience in the understanding of locally led development, gender and social inclusion, and the marginalized and vulnerable communities in Nepal. • Must have excellent technical, managerial, and interpersonal skills, including how to be a productive and accountable team member. • Ability to travel to remote locations across the country is required. • Must have the ability to integrate and achieve equity, diversity, and inclusion in their area of work in development programming and in the workplace. • Must have the ability to participate in diversity, equity, inclusion, and access training to build and demonstrate skills in this area, and then be able to explain how these concepts can effectively be integrated into development programming and the workplace environment. • Ability to prepare and deliver formal presentations on cross-cutting issues such as locally led development, marginalization and vulnerability, resilience, gender, and monitoring, evaluation, and learning to internal and external audiences is required. • Ability to facilitate large and diverse groups of stakeholders to understand development challenges, find solutions, and learn from shared experiences is required. • Ability to prepare short papers on USAID’s localization progress, performance, or other associated topics is required. • Must be able to quickly review and comment on reports, studies, and other documents prepared by implementing partners. • Ability to understand and explain how diversity, equity, inclusion, and access relate to their work; can explain the value of diversity and inclusion in development programming and in the workplace. • Computer skills in using statistical software, spreadsheets, and PowerPoint, including the ability to obtain, analyze, and evaluate a variety of data, and to organize and present information to others is required. • Excellent social and professional judgment, strong interpersonal skills and cross-cultural communication abilities, ability to work with diverse teams, and the ability to navigate in potentially insecure or hazardous situations in remote areas of Nepal.
