UNOPS HAMCO - South Sudan Country Office is implementing the Productive Safety Net for Social Economic Opportunities Project (SNSOP), a project financed by the World Bank (WB). This initiative seeks to address the prevailing challenges of escalating poverty, vulnerability, unemployment, and idleness, particularly among the youth population in the country. The project’s overarching development objectives are the provision of cash transfers and access to income-generating opportunities, alongside the reinforcement of the National Safety Net Delivery System. The SNSOP is structured around four principal components:
(i) Cash Transfers;
(ii) Provision of Economic Opportunities;
(iii) Strengthened Institutional Capacity and Social Protection System; and
(iv) Project Management, Monitoring and Evaluation (M&E), and Knowledge Generation.
The project intends to target the most vulnerable segments of the South Sudanese population, aiming to benefit in excess of one hundred and fifty seven and five hundred (157,500) beneficiary households situated across twenty vulnerable locations nationwide.
The official duty station is Leer; however, as this location is not currently available in the system, Bentiu has been selected as the nearest duty station.
Under the overall supervision of the Project Management Support Officer - Team leader, the incumbent is required to deliver on the following:
Functional Responsibilities/Key Deliverables
● Stakeholder management and community mobilization
● Beneficiary identification and registration
● Engagement of beneficiaries in Labour Intensive Public Works (LIPW)
Stakeholder Management and Community Mobilization
● Ensure the involvement of local stakeholders and community members in the implementation of the activities at the local level
● Lead the formation and training of all the local level committees with the assistance of the community mobilizations clerks
● S/he has overall responsibility for the supervision of the community mobilization clerks
● Support the development of the short-term action plan for the sustainable development and communication strategy in coordination with other partners
● In collaboration with other team members (e.g. Quality Engineers, Monitoring and Evaluation Officers, Health, Safety, Social and Environmental Officers, Communication Officers) implement mobilization activities guided by the project documents and strategy
● Provide mentorship to the community mobilization clerks and to communities when needed
● Contribute effectively to the regular programme reports in the respective field location
● Ensure the community mobilization clerks are well equipped to deliver the “Plus” activities
● Ensure adequate delivery of the project community engagement and capacity building plan to deepen understanding by beneficiaries, community members and other stakeholders of all relevant aspects of the project
● Facilitate effective consultations among beneficiaries, communities and stakeholders regarding nuanced social messages around gender norms and local peace dynamics, as developed by the project, in an aim to foster behavior changes
● Facilitate refresher training for the oversight committees in the assigned project location
● Facilitate and or participate in experience sharing forum/fora in his/her duty station
Beneficiary Identification and Registration
● Sensitize beneficiaries about targeting criteria during community mobilization meetings
● Support the M&E associate in training data enumerators and BDCs on registration tools
● Support M&E associate in validation of registered beneficiaries
● Support the M&E in enrollment of validated beneficiaries into the MIS
Engagement of Beneficiaries in Labour Intensive Public Works (LIPW))
● Support the Public works officer in distributing tools to project sites
● Supervise training of beneficiaries on work norms by the community mobilizers
● Supervise the role out of Cash Plus activities
● Supervise the implementation of public works activities
● Supervise marking of attendance and generation of wage requests by the community mobilizers
● Supervise cash distribution in different project sites
● Support the HSSE in recording and resolving grievances related to project activities
Final Product
● Monthly/quarterly/annual/ad hoc reports are prepared;
● Programme activities implemented in keeping with personal work plan;
● All assignments performed in a quality and timely manner.
