SUMMARY OF THE PROJECT
The Support to Ukraine’s National Museum of the Holodomor-Genocide is a CAD 10 million project funded by Global Affairs Canada through its Peace and Stabilization Operations Program (PSOPs). The project aims to promote increased resilience and safeguarding of Ukrainian cultural heritage and identity in conflict recovery and prevention, while aligning with Canadian and Ukrainian diplomatic and public diplomacy efforts to counter Russian influence through education and information. The project has four major areas i) enhancing the capacity of the Museum to generate and utilize high-quality research on the Holodomor, ii) increasing the management capacity of the Museum including in alignment with principles of gender equality, inclusion and diversity, iii) strengthening the operational continuity and sustainability of the Museum; and iv) increasing understanding and awareness, particularly among the international community of the Holodomor genocide, including its gendered impacts.

SUMMARY OF THE POSITION
The Project Manager is responsible for the facilitation and management of the support to Ukraine’s National Museum of the Holodomor-Genocide project. Their responsibilities will include project management, donor and stakeholder relations, oversight for the technical and operational activities of the project as well as project reporting. The Project Manager will provide technical assistance to the National Museum of the Holodomor-Genocide for the conceptualization and production of the museum’s primary exhibit, permanent collection installations and other visual presentations at the National Museum of the Holodomor Genocide. This includes working directly with the research committee, advisory committee and exhibition curators on knowledge creation and mobilization for the primary physical exhibit.

They will manage the entirety of the project lifecycle, from inception through closure, ensuring alignment with GAC’s Results-Based Management (RBM) framework and compliance with all contractual requirements.

KEY RESPONSIBILITIES
Project Management and Implementation
Working with Project Director to plan, budget, and implement all project activities in line with contract terms and ensuring their alignment with GAC’s project management processes (from inception to closure).

  • Collaborate with Cowater’s Project Director/Senior Managers and field project teams to develop, review and approve work plans, and project deliverables (technical/financial reports, etc.).
  • Support robust contract, financial, and risk management of projects, in compliance with contractual terms of the GAC Contribution Agreement.
  • Implement and maintain rigorous quality control measures across project activities and deliverables, including conducting regular reviews to validate data, ensure accuracy, and align outputs with GAC and industry standards.
  • Prepare and review technical and financial reports for the donors (primarily GAC). Ensuring all outputs meet or exceed donor requirements.
  • Maintain, and oversee a functional and secure IT system, with the support of the Operations Officer, to meet the Project requirements.
  • Support the human resources and recruitment processes for key positions in Ukraine, including the preparation of job descriptions, conducting interviews, and reviewing contracts.
  • Conduct desk reviews, market analyses, and background research to inform project strategies and deliverables.
  • Lead the planning for field missions, as necessary.
  • Perform additional tasks, as and when needed, including managing the local project team and contractors.

Support to the Monitoring, Evaluation, and Learning (MEL) Officer: 

  • Supporting and follow-up on PMF data collection exercises. 
  • Support RBM knowledge development and application in coordination with the MEL Officer. 
  • Assist in reviewing, updating, and documenting quantitative and qualitative evidence of beneficiary counts, and other results and indicators. 
  • Assist in documenting lessons-learned and promoting good practices
  • Support the preparation and submit brief monthly activity reports summarizing key activities undertaken, implementation issues/challenges, and planned key activities for the coming month in coordination with the MEL Officer for submission to the Project Manager.

JOB REQUIREMENTS
Education

  • A Master’s degree in a relevant field (i.e. economics, finance, history, political science, international relations, business administration, etc.) or equivalent experience.Minimum Experience
  • A minimum of 5 to 7 years of professional experience in international development and/or management consulting.
  • Experience in history and cultural preservations projects is highly desirable.
  • Experience with one or more of Cowater’s main clients (EU, GAC, USAID, FCDO, GIZ), with a strong preference for familiarity in designing/implementing GAC projects (including Results-Based Management frameworks, logic models, Performance Measurement Frameworks, and reporting processes).
  • Field Experience: Professional experience in developing countries is a key asset.

Essential Skills

  • Advanced Project Management skills: Proven ability to manage full project cycles, employing recognized methodologies;
  • Solid financial management skills, including project budgeting and expenditure tracking;
  • Very good interpersonal skills – an ability to build and maintain strong relationships based on trust and mutual respect with clients, partners, subcontractors, colleagues and multicultural teams;
  • Demonstrated track record in managing competing priorities and delivering results under tight deadlines.

Language Proficiency

  • Professional abilities in English and Ukrainian essential
