About the TLR Program:

The Tomorrow’s Leaders Recruitment (TLR) Program is part of the Tomorrow’s Leaders (TL) Program, a leadership development initiative that provides scholarships to qualified, diverse, underserved students from MENA countries to attend American, nonprofit, independent higher education institutions based in the MENA region. The primary objective of the TL program is to build a cadre of leaders who are civic-minded, intellectually capable, and professionally skilled, to become the community, business, and civic leaders of the future. The program intends to nurture leadership skills and the spirit of civic engagement and volunteerism among participating university-aged students at U.S.-accredited institutions. The TLR Program will conduct outreach and recruitment activities to identify and select eligible students, including candidates who represent the region’s cultural, religious, socioeconomic, and geographic diversity.

Project Manager Description:

The Program Manager will coordinate extensively with internal and external stakeholders including NEA/AC, partner universities in the MENA region, local recruitment partners/consultants, and U.S. Embassy representatives. Leading the FHI 360 TLR team, and in coordination with internal enterprise service units, the Program Manager will ensure the timely implementation of all project activities. The Program Manager will supervise project staff leading on marketing and outreach activities, application review/processing, technology and data analysis, student support, administrative staff and/or consultants, as well as coordinate with our GESSI specialist for the gender analysis. The Program Manager will work closely with the FHI 360 Director of Academic Programs, the Program Manager for the TL Study Abroad Program, and NEA/AC to integrate work plans and ensure a holistic approach to FHI 360’s overall implementation of TL activities.

Accountabilities:

  • Manages and oversees TLR from initiation to completion.
  • Serves as principal liaison with NEA/AC, U.S. Embassies, and MENA region partners and institutions.
  • Provides technical guidance and monitoring for project staff, ensuring clarity of project plans and priorities, and encouraging effective teamwork.
  • Develops and maintains best practices and tools for project execution and management.
  • Identifies and resolves project issues and implements improvement plans.
  • Engages in virtual and/or in-person outreach to build, develop, and grow partnerships vital to the success of the project.
  • Oversees the work of the Data and Technology Analyst in developing and maintaining an online application and data collection system.
  • Oversees the work of the Communication and Marketing Lead in developing strategies for extensive and effective outreach to a diverse candidate pool.
  • Oversees the work of the Admissions Coordinator in supporting students through the application and enrollment process and ensuring a successful transition to the MENA-region host universities.
  • Leads the development of all TLR-related proposals, budgets, and reports.
  • Responsible for financial oversight and fiscal management of project finances, working with the FHI 360 finance team to ensure compliance with internal audit regulations and 2CFR200.
  • Serves as the part-time GESSI Focal Point, leading the program’s GESSI analysis and strategy, ensuring that the project adheres to the goal of being GESSI-transformative.
  • Serves as the Safeguarding Focal Point to prevent or respond to any instances of sexual exploitation and abuse reported as a result of our outreach and recruitment.

Applied Knowledge & Skills:

  • Working knowledge of concepts, practices, and procedures with project management, process development and execution.
  • Knowledge of the U.S. university system and higher education institutions in the MENA region.
  • Strong knowledge of project management software and other technologies.
  • Excellent oral and written communication skills.
  • Ability to think critically and creatively to suggest and implement program improvements and solutions.
  • Familiarity with gender and inclusion principles in the context of international development projects.

Education:

  • Master’s Degree Preferred. Minimum of a Bachelor’s Degree or its International Equivalent in Education, International Affairs, International Development, Knowledge/Information Services, Communications, Human Development or Related Field.

Experience:

  • Typically requires 5+ years of project management experience, including experience with complex international education, international affairs, international/intercultural management, or a related field as well as experience leading teams, and mentoring, supervising, and developing staff. Eight plus years of experience preferred.
  • Experience working in a non-governmental organization (NGO) preferred, including experience with a USG-funded international scholarship and/or exchange programs.
  • Experience implementing programs with a focus on diversity, equity, and inclusion, especially with gender.
  • MENA region experience preferred.
  • Experience developing university partnerships supporting international education preferred.
  • Demonstrated ability to learn quickly, to think strategically and creatively, to find innovative ways to respond to emerging organizational and project needs, and to respond flexibly and adapt to changing funder requests and priorities.
