Cowater is recruiting for a Project Manager for the upcoming Field Services Support Project for the Caribbean (Jamaica-based).
SUMMARY OF THE PROJECT
The Field Support Services Project (FSSP) Caribbean will provide support to Global Affairs Canada and Canadian embassies in the areas of: procurement and contracting of technical specialists; provision of logistical services (such as office space, equipment, and transportation); and administrative support for project/program delivery, including support to local initiatives. It is anticipated that FSSP Caribbean will be based in Jamaica with responsibility for the wider region.
SUMMARY OF THE POSITION
Cowater is currently recruiting a Project Manager as part of a proposal in development for the Field Services Support Project in the Caribbean funded by Global Affairs Canada (GAC). This position, conditional on the award of the project to Cowater, is full-time and will be based in Jamaica.
Responsibilities of the Project Manager will include:
- Review and approve the budget and financial reports;
- Plan and organize the administrative, financial, procurement and logistics management services provided under the project, including Local Development Initiative (LDI) Mechanism;
- Communicate regularly with employees of Canada in the region, government authorities and other relevant project stakeholders;
- Establish and maintain networks of key stakeholders (government, civil society, other donors, private sector);
- Plan and manage the procurement of goods and services, including the acquisition of the services of technical specialists through local and international competitive processes;
- Analyze, plan, direct and evaluate the administrative tasks that technical specialists must perform, including ensuring the delivery of deliverables in a timely manner and ensuring that they meet basic business requirements and align with details of activities
- Coordinate project activities as needed;
supervisor of the management and quality of reports and invoicing for services rendered;
- Ensure effective management and internal oversight of the progress and results of the project, including addressing any issues or problems that arise;
- Provide other related services as required.
Key Qualifications:
Education
- Advanced degree in a relevant discipline such as political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering or applied sciences;
- Additional training completed in the last 10 years in one of the following fields: project management, public administration, international development, procurement management, results-based management, human resources management, conflict management, financial management, capacity-building or coaching approach, gender equality or gender sensitivity training (considered an asset)
Experience
- Minimum of 10 years of cumulative professional experience and a demonstrated track record of managing international development projects in a developing country, preferably in the Caribbean;
- Demonstrated experience managing projects with a minimum annual budget of more than $500,000 CAD;
- Demonstrated experience in the development of operational documents including but not limited to: manuals, procedures, policies or templates;
- Expertise in managing local development initiatives, for example, management of small grants for local organizations;
- Knowledge and understanding of Canada’s Feminist International Assisstance Policy;
- Curious, enthusiastic and willing to innovate and adapt;
- Demonstrated experience working with different types of International Development Assistance Stakeholders, particularly in the Caribbean;
- Demonstrated experience managing the following types of services, including administrative services, procurement services, financial services, support to local; development initiatives, project coordination services, and logistical services.
