• Long-term senior positions based in Honiara

Overview of the Roles
SIIP are seeking two experienced Infrastructure Project Managers who will be responsible for managing the delivery of infrastructure projects in Solomon Islands. The Project Managers will each manage relevant sub-contractors and inputs from other SIIP technical team members.

The Project Managers will report to and assist the Infrastructure Management Lead (IML) to provide advice to Government of Australia (GoA), Solomon Islands Government (SIG) and stakeholders regarding all aspects of infrastructure delivery.

About SIIP
The Solomon Islands Infrastructure Program (SIIP) is a flagship 10-year infrastructure program funded by the Australian Government. The program intends to improve the quality and accessibility of economic infrastructure across the provinces, delivering outcomes that contribute to inclusive and sustainable economic growth. It will focus on areas such as transport (land, sea and air), communication, electricity, water and sanitation, and infrastructure that supports rural development, such as markets. At the conclusion of SIIP it is expected that:

• Solomon Islands will have enhanced capacity to plan, manage, finance, construct and maintain critical economic infrastructure
• the program will have left a legacy of high profile, resilient and accessible infrastructure assets in a range of sectors across the country that support inclusive economic growth.

Key Responsibilities

• Manage and coordinate delivery of major SIIP infrastructure projects from inception to completion. This will include management and coordination of; project scoping and feasibility, oversight and coordination of technical consultants, construction supervision, contract administration, project financial management, and project risk management. The initial projects under the responsibility of the Project Managers are in the health sector and provincial markets.
• Provide effective leadership and management of subordinates within the SIIP infrastructure delivery team.
• Perform the role of client’s representative or superintendent on infrastructure design and construction contracts.
• Ensure robust monitoring and performance management of sub-contractors.
• Proactively mitigate and/or manage emergent issues and risks as they arise, in close consultation with the IML.
• Establish and maintain strong relationships with the client, team members, contractors, consultants and other stakeholders through regular and effective communication.
• Oversee and manage safety and safeguard processes, including ensuring Contractor adherence to WHS and EHS plans and requirements.

Key Selection Criteria

• Experience in infrastructure project delivery/management including construction supervision (refer to TORs for years of experience)
• Tertiary and/or trade qualifications in a relevant area such as: Engineering, Architecture, Construction, Project Management or a related discipline.
• Experience successfully delivering projects in Pacific Island Countries.
• Demonstrated ability to effectively manage and support subcontractors and design consultants.
• Strong stakeholder engagement experience, with proven ability to maintain effective relationships with key senior government and private sector stakeholders.
• Understanding of, and commitment to, capacity development and skills transfer activities including demonstrated experience mentoring and modelling.
• Understanding of, and commitment to, gender equality, social inclusion and safeguards management.
• Demonstrated analytical and conceptual skills to manage complex issues and risks, anticipate barriers and create practical solutions.
