Job Description

Chemonics seeks a short-term property taxation advisor for the USAID-funded Afghanistan Public Financial Management (APFM) project working to improve the country’s fiscal sustainability and enable the delivery of essential government services to citizens. APFM is providing support to strengthen the Afghanistan government’s ability at the national and subnational levels to mobilize domestic revenue and more effectively manage its budget. The short-term property taxation advisor will assist the Afghanistan government meet the Afghanistan Reconstruction Trust Fund tax policy trigger for 2017. The advisor will work with officials in the Afghanistan Revenue Department, particularly the Legal Services and Revenue Policy Department (LSRPD), as well as courts and municipalities when necessary to provide a technical and legislative review of the areas of property taxation and support improvements to relevant legislation. The duration of this assignment is 20 days. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Review laws and other legal documents and practices concerning property tax, including actual collections and revenue potential, and conduct a tax incidence analysis
  • Prepare a report documenting the results of the review and containing findings and recommendations for improvement, including a roadmap for implementation and expected outcomes
  • Provide a draft of proposed amendments to legislation for municipal property tax, property transfer tax at the national and municipal level, land tax, and the taxation of rent income
  • Present the finding and results of the review to LSRPD staff and other stakeholders

Qualifications: :

  • Bachelor’s degree and 15 years of experience, or a master’s degree and 12 years of experience, or a J.D./Ph.D. degree and 10 years of experience
  • Experience in Afghanistan preferred
  • Demonstrated leadership, versatility, and integrity
  • Excellent written and verbal English communication skills
