Job Description

Working directly under the Director in Business Development as a part of the Business Development (BD) team within Partners of the Americas (Partners), the Proposal Manager will manage high-quality capture and proposal development processes. Working in coordination with all units at Partners, as well as technical and program colleagues, the PM is responsible for helping to position Partners for upcoming opportunities and ensuring effective business development tools and processes are available and used. The PM will help oversee the funding pipeline, ensure resources are allocated appropriately, facilitate go/no-go processes, and drive best practice capture and proposal development activities, per Shipley Associates’ guidance.

Essential/Primary Functions

  • Pipeline Management: Curate a Pipeline of funding opportunities in coordination with technical units consisting of biddable and winnable near-, medium-, and long-term opportunities.
    • Identify and effectively communicate key upcoming opportunities, organizing meetings with relevant staff to discuss next steps
  • Capture Management: Co-lead (with Program Staff) Partners’ capture efforts, following best practices and Partners’ standard operating procedures to position Partners well for important upcoming bids.
    • Organize and facilitate capture planning and proposal development process, develop teaming agreements, and coordinate with partners, and ensure high-quality, compliant, and timely deliverables.
  • Proposal Management: Manage Partners’ proposals, following best practices and Partners’ standard operating procedures (milestones, reviews, win themes, competitive pricing, etc.) to ensure high-quality submissions.
  • Writing Support: Contribute to the development of organizational capacity sections, past performance reviews, and budget notes in coordination with proposal teams.
  • Travel: Conduct scoping trips to position for upcoming and live bids, meeting with key stakeholders to gather intelligence and develop partnerships that increase with key stakeholders to gather intelligence and develop partnerships that increase Partners’ capability and credibility.
  • Other related duties as assigned.

Minimum Qualifications

  • Bachelor’s degree.
  • At least 3 years of relevant work experience in developing federal proposals.
  • Excellent written and verbal communications skills.
  • Ability to handle competing priorities in a fast-paced work environment.
  • Successful track record of participating in new business processes from pre-positioning/capture through live bids and submission.

Preferred Qualifications

  • Spanish language skills preferred.
