Background Information
The National Public Health Laboratory (NPHL) Block-B Complex was built in the year 2013 to 2015 and handed over to the Ministry of Health on 14th August 2015. The NPHL Block-B facility sits in a compound with other office blocks. It has four floors and a basement. There are two staircases (front and rear) and a lift. The basement contains a parking lot, two cold rooms, a biorepository room, an effluent decontamination plant and stores. The ground floor has offices, an integrated specimen reception area, a viral load laboratory, training rooms, a kitchenette, the BSL3 control rooms (contains the Building Management System hardware), a store, a server room, a data room and a conference room. The first floor has viral load testing laboratories, open plan offices, HIV serology laboratory and a genomic center. The first BSL3 virology laboratory is on this floor. The second floor contains offices, a TB BSL2 laboratory, stores and the second TB BSL3 laboratory. The third floor has the staff cafeteria, a kitchen, water storage tanks and the BSL3 Plant room (There is a HVAC System with its associated chillers, electrical control panels and airflow ducting supporting both BSL3 Cleanrooms in Virology and TB Laboratories).
Three years after occupying the building, the access control biometric system failed. The builders and electrical features of the building started deteriorating and the HVAC system failed. There is an urgent need to overhaul the BSL3 and BSL2 to attain the required standards.

Note: a minimum of four key personnel will be required for this project, all of whom should be at minimum degree holders. These will comprisean architect, a mechanical engineer, an electrical engineer, a quantity surveyor. Either the architect or the mechanical engineer can be designated as project lead. (For Joint Ventures, provide relevant copies for the entity responsible as applicable)

If the project lead is an architect, there is no need to have another architect as key personnel. If the project lead is a mechanical engineer, there is no need to have another mechanical engineer as key personnel.

Education:
Provide degree certificates and respective valid annual practicing licenses for the following key personnel that will be assigned to the project. These should be the same personnel in section 2(c). (Foreign bidders should submit the equivalents for annual practicing licenses).
