Program Background

Prospera is a partnership facility between the Government of Australia (through Department of Foreign Affairs and Trade) and the Government of Indonesia. It aims to foster strong, sustainable, and inclusive economic growth in Indonesia. Commencing from 1 March 2018, Prospera is a planned five-year investment which has been extended for 3 years, until February 2026.

Prospera aims to achieve three outcomes:

  • Expanding markets, creating jobs – including building a robust private sector through a sound enabling environment; Growing jobs, capital and technology through trade and investment
  • Safeguarding economic and financial stability – including ensuring a strong foundation for growth through balanced macro-financial policy; strengthening financial system integrity through supervision and literacy
  • Improving public finances and government performance – including more revenue and better spending through improved policy and systems; improved government performance through data and public integrity bodies

The Role

The consultant will conduct a ‘ways of working’ assessment to capture how Prospera effectively drives change and results. The assessment must be grounded in technical expertise that can adequately convey information about Prospera’s ways of working to both a technical (economic) and non-technical audience. The scope of expertise does not pre-suppose the domain that would be most useful for undertaking this assessment – see the full scope of services for examples.

The consultant will base their assessment on an investigation, documentation and analysis of the operational approaches, methods and systems employed within Prospera that enables the facility to transform inputs into outcomes (i.e., deconstruct the Prospera machinery to unpack the change process that contributes to outcomes).

The consultant will have demonstratable expertise in identifying, defining, understanding, assessing and refining organisational processes and systems, as well as experience in evaluating high-value and complex programs. The consultant will be supported by Prospera’s Knowledge, Performance and Learning (KPL) team.

About You

The ideal candidate will possess strong qualifications and experience as follows:

  • Postgraduate degree or commensurate experience specialising in organisational development, research and evaluations, adaptive management, public policy, reform, economics, political economy, system analysis and design, design thinking, complexity thinking or related areas.
  • Demonstrable experience in undertaking organisational system assessments and/or evaluations for high value and complex development programs, preferably working in the field of economic governance.
  • Demonstrable expertise in defining, assessing and refining operational methods and organisational systems to enhance program effectiveness.
  • Knowledge of problem driven iterative adaptation and navigation by judgement development concepts are an advantage.
  • A good understanding of the development context in Indonesia, as demonstrated by professional experience working with government and/or development agencies.
  • Excellent communication skills, particularly the ability to write in English in a succinct and captivating style.
  • Bahasa Indonesia skills are an added advantage.
  • The consultant is expected to establish and maintain sound and professional relationships with Prospera staff across advisory teams and as appropriate with Australian and Indonesian government partner.

Remuneration
The remuneration will be set according to DFAT Remuneration Framework Group D, Job Level 4. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience. This position is a long-term position, open for National Indonesian applicants.
