Position Title: Protection and Prevention Manager, Benin – U.S. Child Protection Compact (CPC) Project
Location: Cotonou, Benin

Position Summary:
The Protection and Prevention Manager (PPM) will be the technical lead for two components of the CPC project, ensuring program quality in strengthening government ministry, relevant departments, and civil society capacity to identify and provide comprehensive services to child trafficking (CT) victims, and prevent child trafficking in all of its forms, including through community-based mechanisms.
Detailed Description of Duties:
- Ensure timely and high-quality implementation of CPC Project prevention and protection activities according to the approved workplan to achieve related targets;
- Collaborate with the government to assess and strengthen existing victim identification and referral procedures identifying gaps and collaboratively implement solutions;
- Work with government and civil society counterparts, as well as project-sourced experts, to enhance victim identification, referral mechanisms and comprehensive care of victims;
- Ensure delivery of quality training for CT victim identification and trauma-informed care using a rights-based approach;
- Provide and/or oversee specialized training and follow up onsite in partnership with vice squad, the Central Office for the Protection of Children and Families and the Punishment of Trafficking in Persons (OCPM), border patrol, case workers, and social workers from other government institutions;
- Support expansion of the network of qualified shelter providers for child trafficking victims, including training and oversight needs;
- Oversee grants management with selected local partners working in protection and prevention in collaboration with other members of project management team;
- Support the continuum of care from identification of CT victims to protective care to community reintegration and long-term follow up services;
- Collaborate with the social services and other entities to design and deliver pilot community outreach programs to prevent CT crimes that occur within the community;
- Ensure results in line with planned CPC outputs and outcomes, enabling close collaboration between civil society and government providers;
- Support national, community level and agency specific campaigns/programs for awareness raising around counter trafficking-in-persons and child trafficking but also for targeted prevention efforts for at risk or vulnerable populations (children under 18 and their communities or immediate setting);
- Support the increased use of data for program improvement, and for evaluation of pilots, including special studies and routine monitoring information;
- Integrate evidence-based practices in prevention and protection from other countries and adapt to the Beninese context;
- Write routine progress reports and maintain project documentation in adherence with Winrock and USG procedures;
- Assist in the development and dissemination of projects deliverables, including reports, in coordination with staff, the Project Director and implementing partners;
- Conduct field visits to support and monitor the implementation of child trafficking prevention and protection activities throughout Benin;

Qualifications:
- Minimum 7 years of relevant experience in forced child labor and child sex trafficking.
- Experience working in West Africa, preferably Benin.
- French language proficiency preferred.
- Experience working with local and international NGOs or UN agencies addressing trafficking-in-persons, migration, child protection, or other related issues.
- Organized, detail oriented and able to multi-task to meet deadlines
- Flexible, self-motivated and able to work with little supervision
- Strong interpersonal skills and ability to work in teams and multi-cultural environments
- Computer proficiency: Microsoft Office and databases.
