Job Requirement
The PSC Recruiter will be responsible for assisting the United States Agency for International Development’s Office of U.S. Foreign Disaster Assistance (USAID/OFDA) throughout the pre-award contract process. The PSC Recruiter is responsible for a range of functions in the pre-award contract process including, but not limited to preparing and posting PSC job solicitations; receiving offers in response to posted solicitations; serving as the point of contact for all general external communication; and facilitating the processes for USAID/OFDA to evaluate, interview and select candidates under the PSC hiring mechanism. The Specialist will be assigned primary responsibilities based on demonstrated skills, experience, and workflow requirements, with opportunities for cross-training. A significant part of the job requires receiving, reviewing, responding to, organizing, and tracking a large number of emails and offers submitted on a daily basis by PSC applicants in response to published U.S. Federal Government solicitations. The PSC Recruiter must have the ability to quickly read, comprehend, and analyze numerous documents that are often lengthy and include technical terms and acronyms related to humanitarian and disaster assistance. The position requires outstanding writing and editing skills for drafting, finalizing, publishing, and documenting a high volume of written products as part of the PSC pre-award contract process. The role requires extreme attention to detail, exceptional organizational skills, and a highly professional, customer service-oriented approach to manage multiple tasks at the same time. The PSC Recruiter reports directly to the PSC Recruiting Team Lead and/or the PSC Recruiting Deputy Team Lead.
Essential Functions:
Education: Bachelor’s Degree or Master’s Degree
Experience: 8 (with Bachelors) or 6 (with Master’s) years’ relevant work experience with a Bachelor’s degree and 6 years’ work experience with a Master’s degree, including internships. Candidates should demonstrate a strong desire to work in U.S. Government procurement and contracting. Experience working with USAID or other U.S. Government agencies in procurement and contracting, ideally with Personal Services Contracts (PSCs) is preferred.

Selected candidate must be able to qualify for a government sponsored security clearance.
