The role of the PSEA-CP Case Manager has been created to strengthen our efforts to Prevent the Sexual Exploitation and Abuse (SEA) of our program participants and to strengthen Child Protection (PSEA-CP).

The job role is to conduct Case Management for all active SEA cases in a professional, sensitive, coordinated and accountable way, and in line with best practices, meeting all deadlines and maintaining strict confidentiality.

The PSEA safeguarding Unit
The PSEA/ CP (Protection from sexual exploitation and abuse and child protection) Unit is a new team that reports into the VP of People and Culture. The purpose of the team is to lead the response to reports of sexual exploitation and abuse, and child protection issues, and to work closely with the People and Culture team to respond to cases of Sexual Harassment. The activities of the unit are guided by the CARE International PSEA/ CP policy and the CARE USA policy framework. The work of the team is survivor-centered.

The unit is also responsible for managing and leading prevention strategies. This includes raising awareness, coaching and training across CARE USA led country offices, building the capacity of others to understand the key issues of PSEA and CO and respond to these in line with good practice and our policy framework.

The PSEA/ CP safeguarding Unit will work with other teams e.g. the Legal team, the Senior Gender Advisor, Talent Acquisition team, Learning and Development team, Gender Justice Unit and teams in IPO (International Program Operations) to plan and manage the SEA/ Child Safeguarding prevention strategy, this includes awareness raising, training and learning, as well as recruitment and vetting. The team will also work with partners across CI to ensure consistency of approach and coordination.

The role- key tasks
The Case Manager is responsible for the management of data and intelligence into reported cases, accurate recording of investigations and outcomes, and the tracking and vetting process. She/he is also responsible for ensuring that capacity building and awareness raising activities across CARE USA’s offices are recorded so that records are maintained of progress, as well as demonstrating compliance in this area.

The Case Manager will work with PSEA, Legal and PMO colleagues, as well as the CI focal point group to ensure that there is a reliable and comprehensive system in place for receiving reports, and the ongoing logging and tracking of activities associated with the case. The Case Manager will ensure that when reports have been made they are allocated to a PSEA Investigator for triage, further fact-finding, and potential investigation.

The Case Manager will be responsible for ensuring that reports and cases are logged and followed up on a bi-weekly basis so that information on all cases is up to date and accurate, and that cases are actioned and closed down properly with a clear result.

The Case Manager will be responsible, along with the Legal team for designing standards for the retention of paperwork and ensuring the confidentiality of the paperwork that is collected in relation to reports and investigations. The Case Manager will be responsible for document control and will ensure that paperwork is easy to track and find, with agreed storage protocols for historical cases.

She/he will be responsible for analysis and reporting on case data to CARE USA and CI and may be required to present an analysis of the data to senior-level colleagues.

The Case Manager is the “go to” person on everything to do with case data, and should have an excellent understanding of the caseload and where we are in relation to each case; this will mean regular reporting and discussion with the PSEA Investigators is essential.

Qualifications:

  • BA degree or similar level of experience
  • 3-5 years of experience in case management, could be HR or another area of professional services
  • 3-5 years of experience in managing document control and records.
  • Highly analytical
  • Excellent data management and IT skills
  • Able to produce high-level reports
  • Experience of presenting to senior managers
  • Excellent communication skills
