The purpose of the Project will be to support reform implementation and to build capacity in key institutions including, among others, the Prime Minister Office, Ministry of Finance and Economy, Public Procurement Agency, Albanian Supreme Audit Institution, Department of Public Administration, Ministry of Interior, and National Agency for Information Society. Support shall tentatively include:
Technical assistance and capacity building for policy planning, budgeting, implementation monitoring and evaluation, as well as support to the aforementioned independent institutions and the Consultative council for improved transparency and oversight;
Support to improved participatory governance and civic dialogue in relation to reform public consultation and implementation;
Support for implementation of the EU For Good Governance’s €36m Budget Support programme across Fixed and Variable Tranches;
Communications, visibility and awareness raising for reform areas of good governance being implemented at the central and the local level;
Duration: 48 months (2022–2026)
The Expert will lead the provision of technical assistance and capacity building related to PFM under the project, improving the capacity of budget institutions at national and local level to implement public internal financial control (PIFC) policy.
Required Qualifications:
Qualifications and Skills
A post-graduate degree in the areas of economics, finance, political science, public administration, or other specialisation relevant to the assignment.
Excellent written and oral communication in English.
General Professional Experience
Extensive professional experience providing technical assistance and capacity building support PFM and implementation of PIFC policy.
Specific Professional Experience
Significant experience in PFM related capacity building of government institutions at central and local level.
Previous experience with EU Budget Support operations in the area of good governance.
Significant relevant experience in governance projects in Albania and/or other pre-accession countries.
