IDG is currently implementing the Economic Development, Governance, and Enterprise (EDGE) Growth Project, which covers 12 countries in Eastern Europe and Eurasia (E&E) and focuses on reducing barriers to cross-border trade and investment, improving business enabling environment through enhanced stakeholder participation, improving financial sector stability and increasing access to finance, and improving competitiveness through value chains and trade promotion.

Through EDGE’s Buy-In Component, IDG is implementing the Investment Transparency Activity in the E&E region that will support improvements in countries’ progress to adopt and implement Public Procurement Laws, PPP Laws, and Concession Laws aligned with EU Acquis requirements and conduct Cost-Benefit Analysis training on Public Procurements for interested stakeholders.

Position Description:

IDG is searching for an Investment Expert that will support in facilitating a workshop/conference to address key EU Requirements in Public Procurement, PPP, and Concession laws aligned with EU acquis requirements and conduct Cost-Benefit Analysis sessions on Public Procurements for interested stakeholders.

Key Responsibilities:

  • Conduct a brief desk review of relevant PPP / Concession related documents and hold consultations with USAID and key stakeholders/beneficiaries to identify and define PPP / Concession needs.
  • Develop a detailed SOW with proposed activities for the workshop/conference and Cost-Benefit Analysis sessions on Public Procurements for interested stakeholders.
  • Identify target counterparts/beneficiaries.
  • Travel to target country / countries to implement workshop/conference and Cost-Benefit Analysis sessions on Public Procurements.
  • Manage and mentor local PPP / Concession experts. Provide guidance and quality control oversight of local experts’ work.
  • Develop an Interim Report and Final Report.
  • Participate in logistics and administrative preparation.
  • Execute both events.
  • Other tasks as assigned by the Team Leader.

Qualifications:

  • Relevant professional experience in PPP and Concessions, preferably in the E&E region.
  • At least 15-20 years of professional experience.
  • Undergraduate degree from a recognized university required. Advanced degree from a recognized university in a relevant field of expertise preferred.
  • 3-5 years of relevant professional experience in one or more countries in the E&E region, or other countries with conditions similar to the E&E region.
  • Ability to work independently with minimal supervision. Able to supervise a team of other technical experts including a cross-cultural team.
  • Strong favorable references verifying uniformly positive work in similar circumstances.
  • Ability to travel to one or more countries in the E&E region in the Winter/Spring 2024.
  • Conversational in local language(s) of E&E countries preferred but not required.
