Engineering Support Program II Contract in South Sudan
Background / Objective
The purpose of the USAID Engineering Support Program II Contract in South Sudan is to provide professional Architecture and Engineering (A&E) services to perform planning, design, procurement support, construction oversight and quality assurance, and commissioning services for USAID/South Sudan’s ongoing and upcoming infrastructure activities. Provide direct services to USAID/South Sudan throughout the various phases of the program cycle and supporting other USAID partners during project implementation to ensure that USAID/South Sudan infrastructures are safe, functional, and long-lasting so that they can generate the results for which they were intended.
Job Description
Monitor construction projects implemented by other contractors and grantees through site visits by qualified engineers. Monitoring includes visual inspection of work at the site, as well as inspection of the implementing partners’ testing facilities, procedures, and results to ensure compliance with approved designs, technical standards, and contract schedules. Provide QA, monitoring, and evaluation services as directed by the Chief of Party (COP); develop and implement performance monitoring tools; observe construction in accordance with the specifications, drawings, and the QA Plan.
Minimum Qualifications for the Quality Assurance Engineer (Electrical Engineer) Position
Minimum educational requirement of a Bachelor of Science degree (Masters preferred) in electrical engineering.
At least 8 years of overall experience and previous experience on projects of similar scope and complexity with demonstrable experience in:
o The design and construction oversight of new electrical (including diesel power generation and distribution) installations and renovations (or upgrade) for existing facilities;
o Construction management/oversight of electrical installation to buildings in developing countries and/or for USAID; and
o Experience in conducting electric quality assurance tests and evaluating test results for conformance with International and U.S. codes and quality guidelines.
Demonstrable knowledge of electric installation norms (e.g., quality and practices) in developing countries and the US.
Demonstrable communication, creative problem solving, and management skills.
Must be available in Juba, South Sudan, when needed.
Working Environment: Work is typically performed from a remote location.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: None
Travel: International travel required.
