Overview:

IBTCI is seeking a Nigerian Quantitative Survey-Statistical Data Analysis Consultant to participate in the final evaluation of the United Nations Children’s Fund (UNICEF) Girls Education Programme (GEP3) in Northern Nigeria. The evaluation will help UNICEF, Nigeria’s Federal Ministry of Education, state Ministries of Education, and other stakeholders to determine the relative effectiveness of a range of interventions intended to strengthen access to and the quality of basic education of children, particularly girls, in marginalized communities in six states of Northern Nigeria. Key foci include improving enrollment by girls and keeping them in school as they acquire skills in life and in livelihoods. GEP began in 2012 and expanded to six states: Bauchi, Katsina, Niger, Sokoto, Zamfara and Kano. The evaluation will also include a seventh state, to be determined, as a control. It will feature a number of quantitative and qualitative approaches to collecting data. Overall, it is expected to last from October 2020 through June 2021, with most of the data collection and preliminary data analysis taking place between October 2020 and February 2021. We anticipate a six-person team combining Nigerian and international specialists plus data collection and support staff. The evaluation will aid UNICEF in its goal of working with the government and other partners to test and build on several approaches in order to increase access to quality education for children, especially those out of school, in rural areas and with disabilities, and to ensure that children complete their education, with relevant skills and knowledge for lifelong learning and employability. This evaluation’s Period of Performance is estimated to be over a course of six months. This position is contingent upon award.

Using your background and subject matter skills, perform the following tasks on specific task orders and/or contracts. Tasks could include, but not be limited to:

Scope of Work:

• Under the guidance of the Team Leader, collaborate with other team members in refining and conducting the evaluation.
• Working in collaboration with other team members, provide guidance and support in the identification, design, refinement, and implementation of quantitative studies, surveys, analyses, and the like, including identification of the most appropriate potential approaches to addressing particular issue
• Providing guidance in making use of data collected and/or provided by other entities
• Design the sampling frame and draw the sample for the quantitative survey
• Provide input on training materials for quantitative survey enumerators and observe training sessions
• Provide quality assurance for the data collection; including reviewing data cleaning and syntax along with conducting spot checks of survey data
• Analyze all quantitative data and prepare findings, including calculating indexes and developing any useful charts and graphs
• In collaboration with the Qualitative Data Specialist, providing direction and guidance to any organization contracted to conduct field data collections and analyses, including but not limited to surveys, interviews, observations, M&E datasets, and the like.
• Design the sampling frame and draw the sample for the quantitative survey
• Provide input on training materials for quantitative survey enumerators and observe training sessions
• Provide quality assurance for the data collection; including reviewing data cleaning and syntax along with conducting spot checks of survey data
• Analyze all quantitative data and prepare findings, including calculating indexes and developing any useful charts and graphs
• Prepare, refine, and deliver reports and presentations
• Carry out other assignments and activities as directed by the Team Leader

Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.

• This position does not authorize/require the consultant to directly communicate with IBTCI clients.
• This position does not authorize/require the consultant to have decision making authority on final work product.

Minimum Requirements:

• At least 5 years of experience with collecting and analyzing quantitative education sector data
• Experience designing, collecting, and analyzing quantitative data collected for use in assessment and/or evaluation in a developing country setting.
• Strong knowledge of quantitative evaluation approaches along with conducting quantitative/statistical data collection
• Demonstrated professional knowledge of data processing software, such as SPSS
• Strong communication and interpersonal skills required for working with multi-cultural, multi-lingual and multi-ethnic teams
• Excellent oral and written communication skills in English

Education: Advanced University degree (Master or PhD) is desirable

Preferred Knowledge, Skills and Abilities:

• Experience in using non-traditional and innovative evaluation methods including child friendly and remote data collection methods
• Knowledge of UNICEF programming strategies, field work, procedures and organizational culture

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: Travel within Nigeria will be required.
