Overview:
IBTCI is seeking a Nigerian Quantitative Survey-Statistical Data Analysis Consultant to participate in the final evaluation of the United Nations Children’s Fund (UNICEF) Girls Education Programme (GEP3) in Northern Nigeria. The evaluation will help UNICEF, Nigeria’s Federal Ministry of Education, state Ministries of Education, and other stakeholders to determine the relative effectiveness of a range of interventions intended to strengthen access to and the quality of basic education of children, particularly girls, in marginalized communities in six states of Northern Nigeria. Key foci include improving enrollment by girls and keeping them in school as they acquire skills in life and in livelihoods. GEP began in 2012 and expanded to six states: Bauchi, Katsina, Niger, Sokoto, Zamfara and Kano. The evaluation will also include a seventh state, to be determined, as a control. It will feature a number of quantitative and qualitative approaches to collecting data. Overall, it is expected to last from October 2020 through June 2021, with most of the data collection and preliminary data analysis taking place between October 2020 and February 2021. We anticipate a six-person team combining Nigerian and international specialists plus data collection and support staff. The evaluation will aid UNICEF in its goal of working with the government and other partners to test and build on several approaches in order to increase access to quality education for children, especially those out of school, in rural areas and with disabilities, and to ensure that children complete their education, with relevant skills and knowledge for lifelong learning and employability. This evaluation’s Period of Performance is estimated to be over a course of six months. This position is contingent upon award.

Scope of Work:
Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.
Minimum Requirements:
Education: Advanced University degree (Master or PhD) is desirable
Preferred Knowledge, Skills and Abilities:
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: Travel within Nigeria will be required.
