USAID Uganda Health Activity
Chemonics International Inc., a leading international development firm that has been implementing USAID programs in Uganda for more than 20 years, seeks a regional director to lead activities in each of the priority districts, Gulu, Jinja, Kabake, Lira, Mbale, Mbarara, Moroto, for the anticipated five-year approximately $170 million USAID-funded Uganda Health Activity (UHA). This cooperative agreement aims to increase the survival and well-being of vulnerable populations and improve overall health system resilience in priority districts in Uganda through: (1) improved access to and use of quality maternal, newborn, and child health (MNCH); family planning (FP)/reproductive health (RH); nutrition; and water, sanitation, and hygiene (WASH) health services at community- and health facility-levels; (2) enhanced local ownership and leadership for sustainable health outcomes; and, (3) strengthened health systems at the regional-, district-, facility-, and community-levels. The regional director will provide overall leadership, management, and technical direction for the program’s regional activities and serve as the primary liaison with USAID, project headquarters, other project regional offices, and other regional and local stakeholders. Responsibilities include:
· Lead regional office by providing oversight of the project’s regional activities, including overall responsibility for operations, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners
· Work with the chief of party, DCOP, F&A Director and other technical leadership to ensure UHA meets project goals, quality standards, and reporting requirements
· Coordinate among USAID, other health implementing partners, and numerous Government of Uganda institutions and representatives, particularly at the district-level
· Communicate clear expectations to project staff and establish an operating environment that encourages technical excellence, integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedure
· Ensure compliance with all USAID rules and regulations, contract requirements, and Chemonics policies and systems
Qualifications:
· Master’s degree or other advanced degree (PhD, MD) in a relevant field, such as medicine, public health, health system management, social administration, or social sciences; clinical qualification (MD, clinical officer, nurse, midwife, or other cadres) desirable
· At least six years of experience in managing and/or implementing integrated HIV prevention, care, and treatment and/or HSS programming in a similar context, with at least three of those years working in Uganda
· Ability to interact effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders
· Experience supervising technical staff in the implementation of integrated health programming
· English fluency, excellent interpersonal, writing, and English language oral presentation skills required
· Willingness to be based in one of the seven priority regions listed
· Previous experience working on USG-funded HIV programming in Uganda desirable
· Expertise in strengthening the program management, service delivery or adaptive management of Ugandan health organizations desirable
· Experience working with decentralized health systems desirable
