GENERAL STATEMENT OF PURPOSE OF CONTRACT
USAID/Philippines’ Regional Executive Office serves as a regional support hub for itself and eleven (10) other countries, directly impacting the recruitment, onboarding, personnel maintenance, and general administrative support of over 200 personnel throughout the region. The countries with a presence are the Philippines, Mongolia, Fiji, Marshall Islands, Papua New Guinea, Solomon Islands, Micronesia, Palau, Japan, Korea, and Australia.
ICASS general services support and standards in the Philippines and throughout the region are notable for being medium to poor, particularly in housing maintenance and office space relative to growing staff. With more junior officers helming these ICASS support systems for DOS, the need for oversight and holding staff covering ICASS to well-established servicing standards is even more critical for USAID as it onboards more staff to meet the goals of the Pacific transition.
The incumbent will provide leadership, training, and professional development to FSNs as needed and monitor the service provision and performance of Embassy GSO staff and make recommendations to EXO and the relevant Front Office. The RSGSS will supervise the day-to-day activities and provide technical advice and guidance for any FSN hired by USAID to conduct General Services functions in the region. The incumbent will also monitor the work/performance of DOS staff covering office buildings, dining facilities, warehousing, residential homes, trailers, generators, sewage and water treatments, water tanks and pumps, security teams and equipment, fuel storage, and vehicles as they impact USAID staff in that country The RSGSS position includes work of significant and vital responsibilities and duties critical to Agency operations in the Asia Pacific region. The RSGSS performs duties and responsibilities under general administrative discretion with a wide latitude for the exercise of independent judgment. The RSGSS is considered an expert and is consulted by other experts. Due to the RSGSS’ expertise and standing as a qualified professional in his/her field, his/her conclusions and recommendations will be considered by other USG agencies. S/he has formal decision-making authority in the GSO program area as it relates to USAID and USAID staff in engagement with the relevant Embassy GSO. The RSGSS duties vary significantly and require many different unrelated processes and substantial depths of analysis.
STATEMENT OF DUTIES TO BE PERFORMED
As the Regional Supervisory GSS, the incumbent serves as a key member of the USAID/EXO Management Team with responsibility for assisting the R/EXO in Manila and when applicable, the S/EXOs in Suva and Port Moresby, in all phases of GSO operations.
Judgment and ingenuity are required to interpret the intent of policy, regulation, and law and to develop applications/guidelines. The Supervisory GSS influences, motivates, controls, and directs groups of people. The RSGSS will determine the right approach in negotiating and persuading others, and in establishing rapport in order to gain and relay information, including high-level official decision makers.
The RSGSS requires a mastery of GSO Management where assignments are complicated by interconnected issues, multi-disciplinary approaches, and/or conflicts among possible technical solutions.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION EDUCATION
A Bachelor’s degree in sociology, public administration, international development, business administration/management, social studies or a related field.
WORK EXPERIENCE
A minimum of 10 years relevant work experience with the United States Government, non-government organizations, international organizations, private organizations, or a UN Agency. And such experience should be in the general services and/or management and should include directing and implementing policies, procedures, and systems for general services, ensuring delivery of high-quality support to internal and external customers with maximum efficiency, equity, and economy.
Independently plans, designs, and carries out projects and programs. Analyzes, approves, and assigns work requests in accordance with Mission policies and practices.
