This is a Request for Information (RFI), not a Request for Quotes (RFQ). Millennium Challenge Corporation (MCC) is only gathering information from interested offerors at this time. Please do not submit a formal quote as no award will be made from this announcement.

The Department of Compact Operations (DCO) is seeking a Full-Time Personal Services Contractor (PSC) to serve as a senior in-country advisor to MCC Liberia on matters related to the Energy Project and the Roads Project including program operations, communications, program reporting, implementation planning, adherence to MCC approvals and internal control procedures, procurement monitoring, program audit, monitoring and impact evaluation, and quarterly program reviews.

The PSC must be a US Citizen. A PSC is not authorized to supervise any Federal employees.

This position falls under the MCC Program Officer Pay Band (MC-4B): The hourly rate is between US$27.79 and US$51.15 per hour (US$57,997.73 and US$106,750.05 per year). MCC Full-Time PSC is eligible to earn various benefits, such as annual leave, sick leave, credit hours, performance bonuses, annual structural pay adjustment, and additional pay supplements (up to 15% of base hourly rate).

The contract would be for 1 Base Year and 1 Option Year for a total of 2 years (option is exercised at the unilateral right of the Government). The contract would be made to an individual, not a firm.
