SummaryIf you are interested in joining FEMA, consider the NDRS Cadre reservist position of GDAC Analyst. This position focuses on providing geospatial and data analysis for pre-disaster conditions, disaster impacts, and post-disaster recovery strategies. The ideal candidate will be organized and can demonstrate the ability to conduct research using project management principles. ReservistA Reservist is a temporary employee hired on a renewable 2-year appointment and is assigned to an intermittent work schedule. Reservists serve in an incident management role and may deploy to any Stafford Act state, and, when not deployed, Reservists maintain a readiness to deploy in a non-duty/non-pay status. You must be able to deploy with little or no advance notice to anywhere in the United States and its territories for an extended period. When activated and deployed, the GDAC Analyst serves in a federal travel status and is entitled to lodging,
transportation and per diem reimbursements for authorized expenses in accordance with travel regulations. Travel requirements in support of emergency operations may be extensive in nature (weeks to months) and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress. (NOTE: Currently under COVID19 conditions, many that are activated for deployment are serving remotely from their home locations).

OverviewThe NDRS Cadre is responsible for long term recovery coordination in communities impacted by a federally declared disaster. Reservist work is intermittent in nature. You are called up as needed for disaster assistance.
The GDAC Analyst undertakes special projects on behalf of the GDAC Manager, the Federal Disaster Recovery Coordinator (FDRC) and the Federal Disaster Recovery Officer and (FDRO), which may be supported by other members of the FDRC unit. He/she applies analytical and evaluative techniques to identify and implement effective solutions to the recovery mission. Identifies critical issues, develops trends and evaluates the progress of disaster recovery operations and projects.
Duties
In this position, GDAC Analyst:
Produces maps and data products expressing the results of analytical processes using ESRI
products, Excel, PowerBI or Tableau, as well as Python, R, SQL or other programming languages.
Coordinates GIS and data activities associated with NDRS with internal and external partners.
Coordinates data requests with the Recovery Analytics Division for the disaster.
Facilitates data coordination and collaboration for disaster recovery among the federal
interagency and Tribal, state, and local governments, the private sector, and voluntary, faithbased, and community organizations.
(What skills are we looking for):
Thorough knowledge in the practical application of Geospatial Information Systems (GIS)
Familiarization with project management principles
Experience in financial analysis
Experience in gathering research from multiple sources and producing a consolidated data set of information for management/leadership to make strategic decisions
Emergency AssignmentEvery FEMA employee has regular and recurring emergency management responsibilities. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
