SUMMARY OF PROJECT

CowaterSogema is recruiting a Revenue Policy and Administration Adviser to support an upcoming Tax Reform programme in Mozambique. The Tax and Economic Governance Programme will be supporting the Mozambique Revenue Authority to advance improvements in Tax Policy, strengthen tax of the Extractives Industries, and improve tax processes through increased and more effective automation. The Revenue Policy and Administration Adviser will work with the Mozambican Revenue Authority to provide technical assistance and strategic advisory services for this long-term project. This position will be expected to support Senior staff in the achievement of project outputs relating to administrative reform, tax policy, revenue forecasting and analysis.

JOB REQUIREMENTS

Education:

  • Post-graduate qualification in public finance, accounting, economics, or another relevant field.

Required Experience:

  • Demonstratable experience (5 to 10 years) in relevant project areas, including: Tax Administration, Tax Policy, Tax and Accountability in the Extractives Industry, and supporting Revenue Authorities;
  • A comprehensive understanding of public sector reform in Mozambique;
  • Experience and understanding of private sector tax, accounting, and/or extractives sector;
  • Previous experience on donor-funded projects;
  • Professional fluency in Portuguese and English is essential.

Desired Experience:

  • Previous experience working on DFID-funded development projects;
  • Previous experience in Extractives Industries Tax.
