Job Description

Program Background
The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
The objective of this assignment is to provide high-quality writing, structuring, and process support for the development of the AIPJ3 GEDSI Strategy, ensuring the document is clear for stakeholders, coherent, analytically sound, and aligned with DFAT GEDSI principles and justice sector priorities.
Under the direction of the Equity Lead, the consultant will:

  1. Draft, structure, and consolidate the GEDSI Strategy document in clear, professional English.
  2. Translate technical inputs, consultations, and analytical discussions into a coherent and well-structured strategy.
  3. Utilise presentation formats including graphics and data that reinforce key arguments and engage readers  
  4. Work closely with the Equity Lead and Disability Inclusion Advisor to design and refine the strategy development process, including drafting milestones and review stages.
  5. Integrate feedback from the Program team. 
  6. Ensure the GEDSI Strategy reflects Indonesia justice sector contexts.
  7. Support quality assurance and finalisation of a submission-ready GEDSI Strategy.

The consultant will function as part of the GEDSI Strategy team and will not be expected to work independently of the Equity Lead and Senior Disability Advisor.

About You

The consultant will deliver:

  1. A structured outline of the GEDSI Strategy.
  2. Draft versions of the GEDSI Strategy.
  3. A final GEDSI Strategy document in polished English, ready for internal, DT Global and DFAT expert review.

The consultant will report to the Equity Lead, working closely with the Senior Disability Advisor and relevant AIPJ3 team members. All deliverables will be subject to review and approval by AIPJ3 and DT Global.


Selection Criteria

  1. Must possess at least 10 (ten) years of demonstrated experience in policy, strategy, or analytical writing in English, preferably in international development or donor-funded programs.
  2. Strong ability to structure complex ideas into clear, logical written documents utilising presentation techniques to engage readers.
  3. Proven experience working collaboratively with technical leads and advisers.
  4. Excellent written English.
  5. Experience in GEDSI / gender equality, intersectionality, masculinity, and social inclusion.
  6. Understanding of the justice sector and justice reform contexts in Indonesia.
  7. Familiarity with DFAT programs or similar bilateral/multilateral initiatives.
