Job Description

The Millennium Challenge Corporation (MCC), an independent U.S. foreign aid agency, aims to improve living standards and reduce poverty through economic growth. Mathematica Policy Research, located in Washington DC, is conducting an evaluation of the MCC-funded Land Management for Investment (LMI) Project in Cabo Verde. The goal of the project is to improve Cape Verde’s investment climate by (i) refining the legal, institutional and procedural environment to create conditions for increased reliability of land information, greater efficiency in land administration transactions, and strengthened protection of land rights; (ii) developing and implementing a new land management information and transaction system; and (iii) clarifying parcel rights and boundaries on targeted islands with high tourism investment potential. Mathematica is procuring an experienced local data collection firm to assist in the evaluation and collect reliable, high-quality data. We anticipate asking the data collection firm to conduct up to 42 interviews with key informants and investors, 24-48 focus groups, and additional administrative data collection in April-September 2018. We also anticipate an additional round of data collection in 2020.
