Ulapan Mobility Plan (T-3-05)
The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by DT Global. KIAT’s overarching goal is to support ‘sustainable and inclusive economic growth through improved access to infrastructure for all people’. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia, the private sector, Multilateral Development Banks (MDB) and other development partners, as well as civil society to help achieve the following outcomes:
The initial focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability, and Social Inclusion (GEDSI); and Infrastructure Funding and Financing.
KIAT seeks a suitable organisation or joint venture/consortium to undertake the Ulapan Mobility Plan activity.
Ulapan is a collection of three districts (Ubud, Tegallalang and Payangan) within the Gianyar Regency of Bali Province. It had a population of 174,196 in 2021 which is projected to reach 294,427 by 2045. KIAT has been approached by Bappenas to develop a mobility plan for Ulapan which will support the future growth of the region in an economically, environmentally, and culturally sustainable way. This follows on from KIAT’s prior technical assistance to Bappenas and Bali Province for the development of a Sustainable Urban Mobility Plan (SUMP) for the Sarbagita Metropolitan Area. This proposed activity can therefore leverage on the existing work undertaken including data and analysis and provide a more targeted and specific locational focus that also brings together tourism, economic revitalisation, local transport, and access priorities

An industry briefing for interested organisations is scheduled on 28 October 2022 at 10.00 am (GMT+7, Jakarta time) via Zoom Webinar. Representatives from interested organisations must register to join this meeting via email to procurement@kiat.or.id by COB on 27 October 2022. There is no limit on the number of participants to join this webinar; however, each participant should register separately. Minutes of the meeting will be made available on the KIAT website, so as to not disadvantage organisations who do not attend this briefing.
The tender submission deadline is 2 December 2022 at 11.59 pm (GMT+7, Jakarta time) as per the RfT instructions.
