Job Description

Background

Millennium Challenge Corporation (MCC) and the Government of the Philippines (GoP), signed a five-year, $434 million Compact to support reforms and infrastructure in the country, which includes the Secondary National Roads Development Project (SNRDP). The SNRDP intends to reduce transportation costs and provide additional economic opportunities to rural residents in one of the poorest and most typhoon-prone regions in the country. By the end of the compact in May 2016, the activity completed 175 km of the rehabilitated Samar road, including 59 bridges, to climate-resilient standards on a key national road, connecting a city, 14 municipalities, and 134 barangays. The GoP committed its own resources to finish the remaining 51 km of road.

The objective of this evaluation is to provide independent evaluation services in support of the SNRDP. The evaluation will perform the following activities:

  1. Evaluate if the SNRDP was implemented according to plan;
  2. Calculate the economic return of the road investment by estimating the decline in vehicle operating costs and time savings for road users using HDM-4 or RED;
  3. Assess the road maintenance practices and policies, particularly with respect to roads that received MCC assistance, to assess whether previous assumptions about levels of maintenance have held;
  4. Analyze the road users and whether the road usage patterns have changed over time; and
  5. Evaluate whether the vehicle operating cost savings may be passed on to consumers.

Purpose

The Road Engineer will bring in local expertise and ensure the day-to-day management of engineering data collection efforts for pavement evaluation in accordance with established evaluation materials and quality control protocol.

The Road Engineer will be responsible for the following specific tasks:

  • Contribute to developing data collection protocols to conduct roughness measure (IRI), deflection measure, surface distress survey, coring and use of dynamic cone penetrometer (DCP).
  • Provide operational and technical support in preparation for data collection and calibration procedures.
  • Advise the team on field conditions and pavement evaluation in the Philippines.
  • Provide oversight to the data collection firm(s), oversee data collection, and monitor data collection for data integrity.
  • Report any issues that arise during data collection to the Team Leader.
  • Contribute to the preparation of the Data Collection Reports.

Qualifications

  • A minimum of 5 years of relevant experience with a Master’s degree in civil engineering, highway engineering, and transportation engineering, or a related field, OR a minimum of 11 years of relevant experience with a Bachelor’s degree in civil engineering, highway engineering, and transportation engineering, or a related field;
  • Experience in road design, construction, maintenance, and pavement evaluation;
  • Experience working on donor funded projects desirable but not required;
  • Proficiency in Microsoft Office suite;
  • Fluency in English required and proficiency in Waray preferred.
