JOB PURPOSE: This role provides generalist HR Business Partner (HRBP) support in respect of closing country operations. To support country HR colleagues through direct resolution of recruitment challenges, high risk Employee Relations matters and related issues, and coaching and training to develop capability and enhance performance, both at a distance and through regular travel to countries.
DIMENSIONS OF THE ROLE
• Provides professional operational HR advice and support to senior managers and human resource staff in countries
• Impact of this role is significant within the country/geographic area
• Advises and problem solves on a range of HR operational matters and processes, in line with Oxfampolicy, and local legal and regulatory requirements
• Decisions are made within a professional specialist, country/Geographic context to further the objectives of Oxfam and with reference to the external HR environment
• The role works where required in collaboration with colleagues in relevant centres of expertise in OGB and the confederation (OI)
• Contributes to development of HR strategy and planning, and implements within the stakeholder group
• Contributes to ensuring the Human Resource ‘hygiene’ factors are understood and performed to a high standard and are consistently checked for their relevance and standards (e.g. Human Resource administration of contracts, recruitment, managing terms and conditions of employment, salary administration and specific incident support)
• Supports others in the implementation of good practice people management, which is legally compliant (i.e. employment law, tax laws, visas etc Supports the organisation of learning and development opportunities for staff to achieve Oxfam goals
• Promotes and enriches the culture-change, and the diversity, gender and inclusion aspirations to ensure appropriate embedding in OGB’s international operations
• Develops pragmatic solutions to specialist, diverse and/or complex problems where little or no precedent exists, in line with policy, legal and regulatory requirements
• Applies strategic and operational HR information from a significant variety of sources, including external best practice, to inform decision making and advice
• Deputises for Senior HRBP where required.
KEY RESPONSIBILITIES
• HRBP support to managers and staff in country specifically around country closure and related people activity
• Project management of people related closure activities
• Advising and supporting on a broad spectrum of operational HR matters to Mangers and countryteams in line with Oxfam GB policy and legal and regularity requirements. Undertaking travel as appropriate/ necessary
• Work with country teams to resolve and HR process that arise, in collaboration with colleagues across OGB and OI Reward Shared Services
• Case manage when needed high risk Employee relations issues, as well as the implementation of corruption or safeguarding cases
• Resolve in-country employee relations matters as necessary. Works collaboratively with staff and trade union representatives as required
• Coaching and developing managers and staff to build capability and drive performance, including coaching and training country HR colleagues across the spectrum of HR operations activity as required. Dealing with performance concerns proactively and appropriately
• Collaborate across the International HR team and with a range of colleagues across the confederation, including HR colleagues form other affiliates, the OGB wider HR team and Oxfam International Shared Services
• Provide insight for the local business teams into HR trends using relevant management information

• Experience in generalist HR Business Partnering with senior management teams to deliver the people agenda for the business, providing a proactive and solutions-focused service
• Ability to use data to inform decisions, mitigate risk and drive change

• Experience of managing and delivering HR projects
• Working knowledge and experience of International labour law and its application, particularly in countries where Oxfam works.
Note: The role will also require you to travel regularly at short notice, but we can discuss how that might work for you.

Desirable
• Professional Qualification in Human Resources and/or related field or equivalent
• Experience of working in a complex international organisation, ideally with experience of providing HRBP support across a number of countries,
• Experience of working with the Africa, Asia and the Middle East and Northern Africa (MENA) regions
• Ability to speak French or Arabic to a basic level
