Overview:

The Promoting Justice Project (PROJUST) was a five-year initiative funded by the United States Agency for International Development (USAID) to provide comprehensive technical assistance to Mexican local and federal authorities. It was designed to support the effective transition from an inquisitorial to an accusatorial criminal justice system. The project was originally set to end in July 2019 but was given an extension to continue with a limited scope of activities for an additional year up to July 2020.

Throughout the project, PROJUST monitored, measured, and reported on project-specific outputs and outcomes and adopted USAID standard indicators to present project results that contribute to an improved criminal justice system that promotes citizen´s trust in institutions, due process, and access to justice. Most monitoring data has been collected from a variety of justice institutions, including Attorney General’s Offices, State Courts, Women’s Justice Centers, Pretrial Service Units and Alternative Dispute Resolution Mechanisms (ADRM) units.

Since PROJUST constituted the first effort from the Mission of its kind, it is important for USAID to continue the collection of consistent data from its rule of law program. USAID/Mexico has requested monitoring and advisory support from the Integration, Collaboration, Monitoring and Evaluation (ICME) program to continue data collection. Based on this request, during FY 2020, ICME collected data from seven indicators, in eight Mexican States, that PROJUST measured during its implementation.

During FY 2021, ICME will continue with its monitoring effort. The ROL Monitoring support has two main objectives for this new period: 1) to complete the ICME monitoring activities carried out in 2020 to measure the indicators’ values for 2019; and 2) to measure the values of the following indicators for 2020, in targeted states:

1. Prosecution rates in targeted investigation and prosecution units;

2. Percentage of plea agreements in targeted specialized investigation units;

3. Criminal case disposition rates in targeted courts;

4. Percentage of cases with sentences longer than three years;

5. Pre-trial confinement rate;

6. Rate of compliance with pre-trial measures; and,

7. Number of cases resolved through ADRM.

Based on the above, IBTCI is seeking a Rule of Law Monitoring and Evaluation Specialist to carry out a monitoring data process on seven selected indicators with the appropriate disaggregation by gender, state, and other applicable criteria.

Using your monitoring and evaluation and subject matter skills, construct the indicators and provide substantive, strategic input to enhance the rule of law monitoring system in Mexico. Tasks could include, but not be limited to:

Scope of Work:

  • Participate in the development of:
    • Data collection and monitoring processes: collect and analyze precise data of progress indicators needed with the appropriate disaggregation by gender, state, institution, periodicity, and other criteria.
    • Monitoring reports: Gather and present outcome indicators progress information to USAID Mexico on periodic reports.
    • Monitoring sessions: provide feedback and advisory support to the ROL team including review monitoring data received from PROJUST implementors.
    • A comprehensive desk review on the status of implementation activities. Reports and other documentation to be reviewed include: Annual and quarterly reports, work plans, and management reviews; previous technical reports and analyses, training materials, and related content; relevant project data developed as part of routine monitoring including indicator information and supporting documentation.
  • Participate in discussions and interviews with State Justice Institutions and other stakeholders.
  • Participate in the onsite visits to the states for data verification.
  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.

Minimum Requirements:

  • At least 3 years of experience participating in rule of law programs.
  • At least 3 years of experience in carrying out monitoring efforts of rule of law programs; or relevant work experience in data entry, compilation, and reporting.
  • Fluent English and Spanish, both oral and written.
  • Excellent communications skills.

Education: Bachelor’s degree in social sciences or other relevant field with minimum 2 years of relevant professional experience.

Preferred Knowledge, Skills and Abilities:

  • Ability to smoothly integrate into the project in Mexico that has been ongoing for some time.
  • Expertise in Mexico’s Rule of Law M&E efforts and institutional framework.
  • Knowledge of the Mexican context and experience working in Mexico.
  • Exceptional organizational, analytical, writing and presentation skills.
  • Complementary expertise on different geographical areas of Mexico is desired.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: Travel to different locations inside Mexico once COVID19 restrictions are lifted will be required.
