Job Description

Rule of Law Officer – United Nations Mission in South Sudan (UNMISS)

  • This position is located in the United Nations Mission in South Sudan (UNMISS), within the Rule of Law Advisory Section, Justice Advisory Unit, Juba.
  • Juba is classified in the “E” category and is a non-family duty station.
  • The Rule of Law Advisory Section supports government efforts to:
    • Rebuild justice sector institutions
    • Implement the peace agreement
    • Promote accountability for gross human rights violations
    • Reform the security sector
  • The Rule of Law Officer reports to the Senior Rule of Law Officer, Justice Advisory Unit, and the Chief of Service, Rule of Law.

Responsibilities

Under the direct supervision of the Senior Rule of Law Officer and the overall supervision of the Chief of Service, the Rule of Law Officer will:

  • Contribute to the development and implementation of programme components related to the rule of law and national legal/judicial reform.
  • Perform programmatic and administrative tasks including:
    • Preparing budgets
    • Reporting on performance and results (e.g., CPAS and Results-Based Budget)
    • Evaluating staff performance
    • Interviewing and evaluating job candidates
  • Research and prepare technical legal and policy guidance for Mission leadership and partners.
  • Serve as liaison between national authorities and partners, providing technical/operational assistance in programme development.
  • Advise on the design, organization, and content of training programs and sustainable training strategies.
  • Participate in field missions, including to Temporary Operating Bases (TOBs), to monitor engagements and advise counterparts.
  • Ensure effective knowledge management and information sharing, fostering inclusion of local actors.
  • Advise on and prepare legal, operational, or procedural research and analysis.
  • Prepare policy documents, thematic reports, guidelines, and contribute to legislative or policy reviews.
  • Foster coordination and maintain working relationships with relevant mission components, UN agencies, and partners.
  • Perform other related duties as required.

Education

  • Advanced university degree (Master’s or equivalent) in law.
  • A first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced degree.

Work Experience

  • Minimum five years of professional experience as a lawyer, prosecutor, judge, legal academic, consultant, or advisor in the field of justice.
  • Minimum two years of experience in a transitional, developmental, or post-conflict setting outside the applicant’s country of nationality.
  • Minimum two years of peacekeeping mission experience with rule of law and security sector reform, including:
    • CPAS contribution
    • Results-based budgeting preparation and reporting
  • Experience coordinating international/regional legal or judicial institutional development, including support for accountability in SGBV and CRSV cases.
  • Experience working in the region is desirable.

Languages

  • Fluency in oral and written English is required.
  • English and French are the working languages of the UN Secretariat.

Assessment

  • Evaluation may include an assessment exercise followed by a competency-based interview.
