Rule of Law (ROL) Advisor – Legal Reform Project

Tetra Tech International Development Services headquartered in Arlington, VA (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified Rule of Law (ROL) Advisor candidates for the USAID-funded Legal Reform Program located in Tashkent, Uzbekistan.

This project supports the efforts of the Government of Uzbekistan to develop rule of law, reform the judiciary, and improve the legal operating environment for NGOs and civil society organizations. Activities contribute to locally-led development and self-reliance by providing input and expertise into the legislative reform process, the development of the legal profession, and facilitation of strategic planning, including defining roles and paving the way for civil society development.

The ROL Advisor will support the Chief of Party and Deputy Chief of Party to oversee management of the activity and provide technical guidance and oversight. The ROL Advisor should have strong managerial, administrative and writing skills, as well as M&E experience. The ROL Advisor is expected to have concrete experience on rule of law international development projects that can be applied to project objectives and the training and development of staff.

Responsibilities:

* Design rule of law activities and manage administrative and financial aspects of activities, particularly in the following areas: training legal professionals, legal education, legal aid, and legislative drafting

* Organize and lead research and analysis activities on specific rule of law issues as required

* Stay abreast of political and legal developments counterpart organizations/institutions/entities and provide briefings to the LRP management and USAID officials on rule of law issues

* Administer, implement and evaluate outcomes of rule of law activities

* Provide rule of law technical expertise to LRP management and USAID

* Represent LRP at conferences, seminars and expert meetings, including providing expertise and presentations on LRP rule of law activities

* Supervise local staff and mentor on implementing rule of law projects

* Draft, review and edit reports, scopes of work, work plans, and public relations materials [Line]

Qualifications:

* Juris Doctor (JD) or the equivalent degree in law

* Minimum 5 years of experience working on rule of law projects, preferably in Central Asia, Eastern Europe or Eurasia

* Excellent written and spoken communication skills in English with good legal writing skills and professional proficiency in Russian or Uzbek is helpful

* Knowledge of the functioning of political institutions and Government offices in Uzbekistan helpful

* Experience drafting and editing technical reports and public relations materials in English

* Experience supervising technical staff in a multi-cultural environment

* Experience working with host-country governments at all levels and coordinating with other donors implementing programs
