Position Overview

Reporting to the Deputy Director- Operations, the Manager, Grants and Procurement is responsible for the administrative management and oversight of the full grants lifecycle—from design and solicitation through evaluation, award, implementation, milestone payments, and closeout. The role also leads the procurement function, ensuring all program purchases comply with Procurement Rules, donor policies, and internal procedures.

The position drives the development and implementation of effective grants and procurement policies, fostering innovation and service excellence within the Program.

Key Responsibilities

  • Provide leadership to and administrative management of the full grants lifecycle across the program
  • Develop and implement initiatives to support efficient and effective grants management and procurement, including providing guidance and training to Australia Awards PNG staff to ensure the Program delivers activities on time, on budget, and aligned with its goal and objective.
  • Lead grants and procurement policy development and ensure Australia Awards PNG systems and procedures are current, compliant with the Head Contract, PNG legislation, Commonwealth Procurement Rules and TetraTech policies, and are responsive to operational needs.
  • Lead the development and implementation of the grants and procurement annual workplan and budget.
  • Monitor and evaluate the performance of the grants and procurement functions, identifying areas for improvement and implementing strategies to enhance effectiveness, efficiency, quality, and stakeholder satisfaction.
  • Supervise and mentor staff assigned to the grants and procurement team.
  • Other duties from time to time, as may be reasonably requested by DFAT and Tetra Tech.

Selection Criteria

  • Bachelor’s degree in Business Administration, Project Management, or a related field.
  • Minimum 8 years’ experience in grants management, including 5 years in a management role within donor-funded or managing contractor contexts.
  • Proven experience administering the full grants lifecycle and managing procurement compliant with Commonwealth Procurement Rules.
  • Strong project management, leadership, and organisational skills.
  • Excellent communication skills with the ability to engage stakeholders and drive organisational change.
  • Strong computer skills, using all Microsoft Office 365 applications
