For an up-coming tender, GITEC-IGIP is looking for an experienced Rural Infrastructure & Soil and Water Conservation Specialist (f/m) with regional experience in Ethiopia / North-East Africa.

Project details will be shared with the potential project members in the course of proposal preparation. The main focus of the consulting services will include overall project management as well as financial management of the financial cooperation funds (disposition fund). Furthermore, supporting the finalisation of the details technical design of watershed development plans will also be a major part of our work.

• Support the full-time national experts providing detailed technical support to aspects of planning, design, specification, construction and monitoring of rural infrastructure
• Lead and train the team in
  • Assessing progress and constraints of project infrastructure measures
  • Advise on improving the quality of rural infrastructure
  • Guide the soil and water conservation experts in quality assurance and monitoring
  • Advise on expanding the scope of rural infrastructure for livelihood support (incl. small-scale-irrigation, drinking water, rural access roads, market access)
  • Monitoring overall compliance with approved work plans
  • Improving rural infrastructure planning in design, expenses, surveillance and access to information

• Master or equivalent engineering degree in agriculture or rural / water engineering or another related field

• At least 15 years of experience in program design and implementation
• Strong understanding of planning and implementation of rural infrastructure
• Proven record in delivering high-quality outputs on-time and on-budget for financial cooperation financed projects
• Familiar with participatory approaches to project planning, implementation and monitoring & evaluation
• Long-standing work experience with projects and programs financed by international development agencies is a must
• Relevant country and regional experience
• Excellent communication skills

The project is scheduled to start by autumn 2017 and will run for three years.

The duration of your assignment in this role is set for about 10 person months over the entire project period; the exact assignment times are subject to project needs.
