Senior Analyst -Humanitarian Futures

Job Description

The Senior Analyst is a new role within the Early Warning, Analysis and Reporting team which is at the forefront of humanitarian information and analysis, working with stakeholders across FCDO, in other government departments and with humanitarian information and analysis partners to leverage capabilities contributing to quality of humanitarian analysis which help inform humanitarian decision-making. The team monitors global events to provide early warning, alerts, and shape humanitarian responses by delivering insights through clear and targeted analytic products. The role will be reporting into the Deputy Director -EWAR and have line management responsibilities.

Primary Duties and Responsibilities:

Futures and Foresight

• Support FCDO to use humanitarian foresight to better understand plausible futures and anticipate risk.
• Design and implement humanitarian foresight toolkit. This will include training relevant staff in key methodologies and rolling out foresight approaches across relevant teams.
• Implement and continually improve humanitarian scenario building approaches.
• Understand, leverage, and contribute to FCDO, Go Science and sector-wide methodologies on futures and foresight analysis.
• Integrate humanitarian foresight into risk and scenario products across FCDO.
• Collaborate with meteorologists, data scientists and data analysts to build mixed methods approaches combining forecasting and foresight.
• Plan and contribute humanitarian inputs to the clients risk analysis processes.

Humanitarian and Early Warning
The HEWN is currently the core EWAR product, the post holder is expected to support production of the HEWN and contribute its evolution. The following will be done in collaboration with the HEWN team.

• Build relationships with FCDO counterparts and seek to understand FCDO humanitarian early warning needs.
• Design and product new early warning products, as part of the HEWN product suite, in line with HMD information needs.
• Work closely with HMD, post, OCSM and external partners to ensue HEWN products are situated in well in the broader HMD, FCDO and xWH risk landscape.

Response Information Management and Analysis

• Fulfil role of on rotation Duty Officer, providing out of hours monitoring and surveillance function on behalf of FCDO.
• During humanitarian responses to sudden onset events, the Senior Analyst may be surged ton to the response to fulfil the Humanitarian Information and Analysis function.
• Input to briefings to politicians including at Cabinet and Prime Ministerial level.

Required Qualifications:

• Experience of working in future studies
• Research experience with INGO, UN or similar organisation.
• Understanding of the workings of government and particularly FCDO
• Practical knowledge of humanitarian analysis, including scenario building.
• Proven research and analytical skills and proven experience of providing humanitarian information management and reporting during rapid onset humanitarian crises.
• Experience of working within demanding, often conflicting and rapidly changing environment
• Team player who also works well independently.
• Excellent networking and coordination skills at all levels.
• Willingness to deploy in support of FCDO’s work in a humanitarian emergency

The Humanitarian and Stabilisation Operations Team (HSOT) provides the Foreign, Commonwealth and Development Office (FCDO) with humanitarian services and the UK Government’s Stabilisation Unit with stabilisation support. HSOT works with FCDO to lead the UK Government's response to humanitarian disasters in co-operation with the United Nations, the Red Cross and Red Crescent Movement, non-governmental organisations and governments of disaster-affected countries.
