Role Overview
Amec Foster Wheeler is pursuing a contract to provide Architect and Engineering services for the U.S. Agency for International Development (USAID) in support for its infrastructure programs for West Bank and Gaza. A majority of the projects will focus in the areas of water, wastewater, and roads construction.
We are seeking an experienced Senior Contract and Procurement Specialist to fill a full-time position based in Ramallah, West Bank, Gaza. The successful candidate will work as an Amec Foster Wheeler employee within the firm’s program leadership team. Amec Foster Wheeler standard and US Government approved benefits and allowances will be provided throughout the full term of this contract.
Key Responsibilities
This Specialist will be responsible for managing contract compliance and procurement requirements of all work under the contract, ensuring that all purchase orders and subcontracts are in compliance with USAID policies and regulations. The Specialist will manage the daily operations of contracts and procurement team members. Key duties include preparing and reviewing vendor and subcontractor RFPs, budgets, and agreements, and providing guidance in the interpretation of award terms and conditions, and USG regulations, liaising with the Chief of Party (COP) in the areas of fiscal management, audit, financial reporting, and contract compliance for all contracts and procurements; liaising with vendors, suppliers and subcontractors during the implementation of subcontracts and purchase orders; and supervising the timely processing of closeouts. In-depth knowledge of the Federal Acquisition Regulations (FAR) as well as commonly used USG contracting and/or procurement mechanisms and their governing policies is an essential component of the applicant’s experience. The Specialist will support contract implementation through the procurement of goods and services in a transparent and ethical manner in accordance with USAID Procurement Guidelines as well as Company standards. The Specialist will also support the COP in liaising with USAID (and PA stakeholders if so directed by USAID) regarding procurement activities to be undertaken under the assignment.
Leads the design and maintenance of a record-keeping and monitoring system for contract management, and contributes to reports produced by the team for USAID. Monitors the prime-contractor, sub-awardees, and vendor performance to ensure and enforce compliance of all contractual obligations.
