The Africa Bureau’s Office of Sustainable Development (AFR/SD) provides guidance and intellectual leadership to shape U.S. assistance programs in Africa, and to strengthen regional capacity to address the varied challenges facing the continent. The Conflict, Peacebuilding, and Governance Division (CPG) within AFR/SD serves as the principal technical resource for Missions and Africa Bureau decision-makers on the Peace & Security (P&S) and Democracy, Human Rights, and Governance (DRG) issues and programming in sub-Saharan Africa.
The Senior Democracy Advisor will serve as a regional technical expert and resource person on democracy, human rights, and governance programming in Sub-Saharan Africa. The Senior Democracy Advisor tracks and analyzes current events and their impact on democracy, human rights and governance (DRG) programming in Africa, assists in planning and conducting assessments, develops and leads cutting edge research concepts that support USAID’s efforts to promote democracy and good governance, serves as a technical liaison with other USG agencies, donor organizations, and non-government organizations to ensure coordination, prepares Agency leadership for participation in interagency policy and strategic discussions, assists in developing analysis and funding recommendations for field-based programming, and serves as a Contracting Officer’s Representative, Agreement Officer’s Representative or activity manager as requested. The incumbent will also perform the full range of project design and management functions including concept development, participation in evaluation committees, development of procurement-related documentation for awards, and monitoring activity performance.
Qualifications:
To qualify for the position of Crisis, Stabilization, and Governance Officer (Senior Democracy Advisor), FL-02, you must possess the required specialized experience specific to the series and grade you are applying to.
Specialized Experience: For the FL-02, you must have one year of specialized experience at the FL-03 (GS-13) grade level or equivalent. Specialized experience is defined as:
Provide technical assistance in subject areas related to democracy, human rights, and governance issues in developing country contexts;
Develops analysis and/or research related to democracy, human rights, and governance trends in developing country contexts;
Designs and implements programming related to democracy, human rights, and governance challenges and opportunities.
Knowledge, skills and abilities possessed by the preferred candidate include:
An advanced degree (M.A., Ph.D., J.D. or LLM) in a relevant subject is highly desired.
Experience working collaboratively and communicating effectively with assistance providers (such as USAID or other donors) and local and international organizations preferred.
Expert knowledge of democracy, human rights, and governance assistance programming and approaches in developing country contexts.
Minimum of 7 years work experience relevant to democracy, human rights, and governance assistance programming and approaches in developing country contexts.
Demonstrated strong writing, organizational, and interpersonal skills.
