Job Description
Mathematica is seeking a Senior Operations and Finance Manager for a five-year contract with the United States Agency for International Development (USAID) Peru. The Regional-Program Cycle Support Platform (R-PCSP) will offer technical assistance to USAID Peru’s bilateral and South America Regional portfolios, enhancing performance management and fostering Mission learning across the program cycle. This platform will deliver technical, administrative, and programmatic support to USAID/Peru in developing, implementing, and evaluating strategies and programs aligned with the Mission’s priorities.
Reporting to the Chief of Party, the Senior Operations and Finance Manager will oversee all financial and administrative aspects of the Program Cycle Support Platform. Leading a team, they will manage accounting, finance, invoicing, procurement, and other functions as required by the contract. They will collaborate closely with the Chief of Party to ensure compliance with USAID regulations, effective financial processes, and robust internal controls for all activities.
This is a full-time role based in Lima, Peru.
Key Responsibilities:
- Manage the finance and operations of the Program Cycle Support Platform in Lima, covering human resources, logistics, procurement, subcontracts, and accounting/finance.
- Develop and implement procedures for financial operations, including accounting/banking, payroll, subcontracting, and procurement.
- Analyze financial data to monitor the project’s financial performance.
- Collaborate with the Chief of Party (COP), the R-PCSP, and the Home Office Finance and Contracts teams to manage the project’s financial, operational, and contract systems and processes, ensuring compliance with USAID requirements (i.e., FAR, ADS, FAM), Peruvian law, and Mathematica company policies, ensuring transparency, accountability, and accuracy.
- Develop, execute, and manage consultant and vendor agreements, and authorize and approve payments to consultants and vendors.
- Oversee local payroll and reporting.
- Develop, analyze, and monitor program budgets; track obligations and expenditures against budgets.
- Fulfill all budget and financial tracking and reporting requirements and respond to related inquiries by USAID and the Home Office promptly.
- Prepare quarterly accrual reports, expenditure reports, and burn rate projections.
- Perform any other duties assigned by the COP.
Qualifications:
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field with 10 years of experience, or a Master’s degree in Accounting, Finance, Business Administration, or a related field with 8 years of experience managing, in roles of increasing responsibility, accounting, finance, procurement, and/or human resources of international development activities of similar size contracts.
- At least eight (8) years of experience in international development activities, managing finance, procurement, accounting, logistics, and/or human resource-related matters of similar contract size.
- Knowledge of US Government financial reporting and compliance processes and requirements, particularly related to USAID, is highly desired.
- Familiarity with Peruvian laws and policies on financial and procurement procedures and human resource management.
- Strong proficiency in Microsoft Excel is highly preferred.
- Knowledge of accounting systems, such as QuickBooks.
- Previous experience working on USAID-funded contracts is strongly preferred.
- Experience managing complex relationships with various stakeholders.
- Prior experience in Peru and/or the region is required.
- Strong communication, supervision, and management skills are essential.
- High-level proficiency in both written and spoken English is required.
- Experience supporting donor-funded procurements and subcontracts is preferred.
