Project Summary:

USAID/Democratic Republic of Congo (DRC) is planning to fund a five-year Rule of Law project in the DRC. This anticipated project will help the Government of the Democratic Republic of Congo (GDRC) fight corruption and promote equal and equitable access to justice in DRC to improve public perception and trust of the judiciary by i) increasing transparency, accountability, and integrity in the justice system to promote equal and equitable justice and support the DRC’s anti-corruption efforts, ii) empowering civil society to demand GDRC commitment to judicial independence and contribute to judicial reform, and iii) increasing equal and equitable people-centered access to justice for all.

Position Summary:

The Senior Operations Specialist will manage start-up activities and serve as acting Director of Finance & Operations until a CCN candidate is recruited, onboarded, and trained. The Senior Operations Specialist will report to the Startup Team Leader, who will direct MSI’s programmatic and operational startup working closely with the Headquarters, USAID staff, other STTA startup team members, and the Chief of Party (COP) and Deputy Chief of Party (DCOP), once hired. This assignment is expected to last approximately three months with a six-day workweek.

Responsibilities:

• Lead overall establishment of activity implementation capacity, including procurement, finance, and administrative responsibilities, working collaboratively with the COP and DCOP.
• Oversee identification, contracting, and outfitting of a permanent project office in collaboration with Headquarters security focal point.
• Collaborate with Headquarters Senior Project Manager to complete in-country registration.
• Oversee initial recruitment and staffing, coordinating with the COP once onboarded.
• Serve as acting Director of Finance & Operations, handing responsibilities over to CCN Director of Finance & Operations once onboarded.

Qualifications:

• Bachelor’s degree in relevant field required.
• Minimum seven years of progressive management experience in USAID-funded project administration is required.
• Experience working on USAID-funded projects is required, including leadership of field-based operations at start-up.
• Experience managing project start-up tasks including in-country registration, recruitment, and onboarding of staff, procuring payroll firm, identifying office space, and drafting a project grants manual is required.
• Experience recruiting, managing, and supervising finance and administrative staff is required.
• Experience using Microsoft Excel and Microsoft Suite is required.
• Extensive knowledge of USAID procurement regulations is required.
• Strong management and team building skills are required.
• Availability to travel to the DRC for the duration of the startup process, approximately three months (estimated start date in March/April through June) required.
• Fluency in English and French is required.
