The Government of Morocco has received a grant (697 million US$) from the Millennium Challenge Corporation (MCC) and has engaged GFA Consulting Group to provide Fiscal Agent services to assist the Government of Morocco to manage the Millennium Challenge Program ("Program") in a transparent and fiscally sound way.

The Fiscal Agent shall act on behalf of a new entity of the Ministry of Finance, the "L'agence de Partenariat pour le Progres" (MCA-Morocco) to provide a broad range of financial management services that are requested by MCA-Morocco to implement the projects funded with the Grant funds (the "Program"). In this capacity the Fiscal Agent shall diligently oversee, discharge and perform all services necessary to achieve the optimum value for the monies expended by MCA-Morocco, while ensuring that all financial transactions are conducted in strict compliance with principles, rules and procedures set out in the Compact and its Supplemental Agreements.

Job Description

The International Payment Specialist will support the team leader in the execution of the overall responsibilities of the contract. The International Payment Specialist will be responsible for Payment Processing, Financial Planning & Budget preparation and planning and Monitoring Fund Utilization. In particular, the International Payment Specialist will:

  • - Manage an effective and functional budget preparation, planning and control system for MCA Morocco and its projects
  • - Conduct verification of payment requests and issuance of payment instructions
  • - Monitor Fund utilization and budget realization
  • - Provide assistance to develop, implement, evaluate and report on the work plan of the Finance Unit

Qualifications

The International Payment Specialist will at a minimum possess the following qualifications, skills and professional experience:

  1. University Degree in Business Administration / Finance and Accounting
  2. Professional financial management qualification or specialized training.
  3. Significant experience working as a financial management professional (approximately 5 years or more).
  4. Fluency in written and spoken English and French.
  5. Computer literate - Excel, Word and accounting packages, etc.
  6. Working experience with "Sun Systems" financial management applications would be an advantage
  7. Working experience in Morocco would be an advantage.
  8. Knowledge and experience of contract and procurement procedures would be an advantage.
