Summary of Key Functions


  • Participate in the implementation of operational strategies

  • Management of procurement processes

  • Implementation of sourcing strategy and e-procurement tools

  • Facilitation of knowledge building and knowledge sharing

1.Ensures elaboration and implementation of operational strategies focusing on achievement of the following results:

  • Full compliance of procurement activities with UNOPS rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system.

  • Office procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit.

  • Analysis of requirements and synthesis of proposals for cost-saving and reduction strategies.

  • Synthesis of proposals and implementation of contract strategy in the OH and office, including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment.

  • Contribute to the implementation of the strategic procurement in the office, including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement


2. Contribute to the management and guidance of procurement processes for office, projects, and at the request of other agencies/partners, focusing on achievement of the following results:

  • Timely and duly prepared procurement plans for the office and projects and monitoring of their implementation in close collaboration with the Project Managers and staff in the field.

  • Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation.

  • Review and certification of submissions to the Contract and Procurement Committee and Advisory Committee on Procurement

  • Management of procurement contracts.

  • Creation of suppliers ID numbers in One UNOPS.

  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems. Payments to suppliers and contractors are processed in One UNOPS in timely and efficient manner.

  • Preparation of cost-recovery bills in oneUNOPS for procurement services provided by UNOPS to other partners.


  1. Ensures introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:

    • Development and management of the rosters of qualified suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms.

    • Management of e-procurement modules.

4. Ensures facilitation of knowledge building and knowledge sharing in Morocco office, focusing on achievement of the following results:

  • Organization of training for the operations/projects staff on Procurement.

  • Synthesis of lessons learnt and best practices in Procurement.

  • Sound contributions to knowledge networks and communities of practice.

  • Provide a regular analytical report to the management on progress, lessons learned and recommended actions.

Impact of Results

The key results have an impact on the overall efficiency of the office and its projects, in procurement management and success in introduction and implementation of operational strategies. Strategic approach to procurement, accurate, thoroughly researched and documented information, timely and appropriate delivery of services, introduction of e-procurement ensure client satisfaction and overall timely delivery of UNOPS programmes and projects.

In particular, the incumbent will be expected to participate in the procurement of works and infrastructure services to support implementation of relevant UNOPS projects in Morocco. In addition, the incumbent will be responsible for ensuring that service contracts are put in place for effective and efficient delivery of goods and services required for running of projects in Morocco.





Education/Experience/Language requirements


IV. Recruitment Qualifications

Education:

  • Advanced university Degree (Master or equivalent), preferably in Business Administration, Public Administration, Finance, Economics or related field is required

  • First level university degree ( Bachelors or equivalent) in relevant discipline combined with 2 additional years of experience, may be accepted in lieu of a Masters degree.




Experience:

  • At least 2 years of relevant experience at the national or international level in procurement management is required.

  • Experience working on procurement of works and infrastructure projects is required at least 2 years.

  • Knowledge of UN/UNOPS public procurement rules and processes desirable.

  • Experience working with UN, International NGOs is desirable.


  • Experience in the usage of computers and office software packages (MS Office)


Language Requirements:

  • Fluency in written and oral French is required.

  • Fluency in Arabic written and oral is required.

  • An intermediate knowledge of English is required

  • Knowledge of another UN working language is desirable.
