Job Description
Chemonics seeks a short-term senior pharmacist for an anticipated six- to eight-month donor-funded project in West Africa. The anticipated project will support a country’s Ministry of Health in the analysis and implementation of an integrated logistics management information system (LMIS) system that will process all health commodity logistics data and will enhance users’ ability to use this information to support their decisions. The integrated LMIS is expected to improve data visibility, and more specifically, it will provide critical, high-quality data for forecasting and quantification, budgeting, procurement, inventory control, storage, distribution, and reporting from the health facility to the central-level medical stores. The senior pharmacist will work with the National Drug Regulatory Authority to ensure that all health commodity procurements are properly regulated and under code. The supply pharmacist will conduct all work in West Africa through multiple short-term trips during the six- to eight-month period. Responsibilities include:
- Interact and communicate with regional counterparts, national actors, and donor representatives about all aspects of product compliance and the product lifecycle
- Review and assess the health supply chain systems and processes to ensure that all aspects are compliant with national and donor quality assurance policies
- Develop and update standard operating procedures for health products procurement and supply management (selection, quantification, planning and procurement, reception, storage and distribution, management information system)
- Provide technical assistance to the National Drug Regulatory authority in the areas of leadership, pharmaceutical governance, and oversight
- Any other duties as assigned by the technical manager or the team leader
Qualifications:
- Minimum of 15 years of relevant work experience in pharmaceutical management and/or health systems strengthening activities in a developing country context
- Degree in pharmacy, supply chain, public health, management or related field; advanced degree preferred
- Prior experience working with national central medical stores as related to health supply chain logistics; experience in West Africa preferred
- Proven ability to lead other staff, work as part of a team, self-manage, and provide technical assistance
- Demonstrated written and verbal communication skills as well as advocacy and negotiation skills
- Demonstrated leadership, versatility, and integrity
- Fluent in French and English
