About the BPaC Program
The Building Pacific Capacity Program (BPaC) is an Australian Government initiative funded by the Department of Foreign Affairs and Trade (DFAT) and managed by Cardno international Development. It provides Pacific Island Countries with a suite of flexible, fit-for-purpose options that support broad governance and stability development outcomes. BPaC works with partners and governments in Kiribati, Tuvalu, Nauru and FSM while also supporting other small pacific island states. While the core focus is on Public Financial Management, BPaC is demand driven and responsive to priorities also in relation to service delivery (health and education).

The Role
Reporting to the Team Leader/Deputy Team Leader, and managing in-country Partnership Officers, this role is responsible for developing strong relationships with diverse stakeholders, contributing to country level capacity building plans which harness innovation and gender, disability and social inclusion to achieve BPaC end of investment outcomes (EOIOs), and oversighting, monitoring and reporting implementation of country plans.

Two roles are available, one with a focus on Nauru and Tuvalu, the other with a focus on Federated States of Micronesia (FSM) and Kiribati.

Key functions will include:

  • Reporting to the Team Leader / Deputy Team Leader, develop strong working and ‘customer service’ oriented relationships with all key stakeholders, Advisors, service providers and grantees in Nauru and Tuvalu / FSM and Kiribati.
  • With strong stakeholder engagement, contribute to the development of country level BPaC plans which are aligned with counterpart government priorities, DFAT strategies and policies and BPaC objectives.
  • Facilitate innovation, capacity building, knowledge exchange and localisation which contributes to achievement of EOIOs through convening and networking with stakeholders, NGOs, the private sector and technical area experts and organisations.
  • Conduct political economy analysis as required to inform plans and achieve program EOIOs.
  • Applying adaptive management, monitor and oversee implementation of country plans and all BPaC activities in Nauru and Tuvalu / FSM and Kiribati with a focus on delivering and demonstrating EOIOs.
  • Contribute to performance management and support to technical advisors.
  • Grant management.
  • Supervise in-country Partnership Officers and as required, Project Coordinators.
  • Develop terms of references for provision of various development modalities, including technical assistance, subcontracting and granting
  • Oversee all recruitment and procurement required to deliver country level plans.
  • Working with the BPaC MERL team, conduct MERL on country activities, and deliver high quality reports on time and meeting the requirements of key stakeholders.
  • Play a key role in the BPaC Support Unit achieving its key performance measures.
  • Responsible for proactive identification, recording and management of risk relating to BPaC implementation in Nauru and Tuvalu / FSM and Kiribati.
  • Responsible for ensuring all BPaC activities in Nauru and Tuvalu / FSM and Kiribati represent strong GEDSI, climate change preparedness and value for money.
  • Responsible for ensuring strong safeguard measures are incorporated into all BPaC activities in Nauru and Tuvalu / FSM and Kiribati.
  • Other tasks as requested by the Team Leader / Deputy Team Leader.


All About You

You are a team player, with excellent communication skills, that is interested in working in a flexible role for a multidisciplinary development program. You are interested in working across a range administration and coordination functions.

You are based in the Pacific Region, and can work from home.

Essential selection criteria:

  • Extensive work experience managing donor funded development activities.
  • Excellent written and verbal communication skills
  • Experience living and working in the Pacific, ideally with knowledge of Nauru and Tuvalu / FSM and Kiribati.
  • Demonstrated experience delivering effective outcomes.
  • Significant experience building strong teams and working relationships with Pacific stakeholders.

Preferred skills and experience:

  • Experience in the public financial management, climate finance, governance, GEDSI, health and / or education sectors.
  • Experience designing donor funded programs in the Pacific.
  • Experience in delivering capacity building approaches to program implementation in the Pacific.
  • Pacific language skills.

You will be joining a team of experienced development professionals that are committed to sustainability, strengths-based capacity development, genuine partnership, gender equality and disability inclusive development and its inclusion in Public Financial Management reforms.
