Cardno is seeking a Senior Proposal Manager in our Arlington, VA office to focus on international development proposals and capture work for USAID, the MCC, the World Bank, and other donors. The Senior Proposal Manager will play an integral role in the business development life cycle - from initial capture and pre-proposal positioning throughout the proposal and final award. S/he will work hand in hand with technical experts and other team members to develop and deliver compliant, high quality responses.

MAIN PURPOSE OF JOB

Cardno is seeking a Senior Proposal Manager in our Arlington, VA office to focus on international development proposals and capture work for USAID, the MCC, the World Bank, and other donors. The Senior Proposal Manager will play an integral role in the business development life cycle - from initial capture and pre-proposal positioning throughout the proposal and final award. S/he will work hand in hand with technical experts and other team members to develop and deliver compliant, high quality responses.

EDUCATION

A postgraduate education in a field of study closely related to the assigned responsibilities is required

EXPERIENCE

  • A minimum of 10-12 years of related experience is required. Experience in international development highly preferred. Ability to manage teams, initiate and organize work, establish priorities in a time-sensitive environment, and meet deadlines with attention to detail and quality.
  • Grant and contract proposal management and proposal writing experience. with at least four (4) years of experience in proposal development in a federal government contracting (preferably USAID).
  • Experience with task orders and IQCs (Indefinite Quantity Contracts)/IDIQs (Indefinite Delivery/Indefinite Quality).
  • Demonstrated experience managing capture and live bids
  • Experience with RFPs, RFAs, and IDIQ.
  • Proven experience working with major international donors.
  • Experience living and working in a foreign or developing countries.

KNOWLEDGE AND SKILLS

  • Demonstrated knowledge and understanding of major international donor regulations, specifically USAID, DFID, MCC, and other donor agencies.
  • Demonstrated ability to track opportunities, lead captures plans, and manage business development pipelines for the company and its technical practices.
  • Demonstrated ability to manage proposals including analysis of RFP, translation into a work structure breakdown, schedule development and coordination of price proposal management.
  • Strong writing and editing skills to draft and improve submissions content and presentation.
  • Strong organization and multi-tasking skills.
  • Strong interpersonal and communication skills.
  • Demonstrated knowledge and understanding of USAID
  • Demonstrated leadership and organizational skills.
  • Ability to work harmoniously in high-pressure situations.
  • Demonstrated experience managing opportunity-specific teams.
  • Must possess a diplomatic disposition to effectively interact with internal proposal staff members and external partners at all levels.
  • APMP (Association of Proposal Management) or Shipley Certification a plus
