Proposal Summary:

The purpose of the Global Health Training, Advisory, and Support Contract (GHTASC) is to advance USAID’s Bureau for Global Health’s mission by providing junior, mid-level, senior, and expert advisory and technical, administrative and operational, and training, professional development and organizational development institutional support contract services and resources. GHTASC will provide the professional services needed to support USAID’s strategic programs and collaborate with USAID offices to promote efficient and effective global health programming and operations.

Position Summary:

The Senior Recruiter, located in Washington D.C., is expected to provide recruitment leadership across the contract including oversight of advertising, campus relations, diversity recruitment, candidate sourcing, interviewing, candidate selection, negotiation and offers. The Senior Recruiter will work closely with the HR Program Director to identify and select non-direct hire global health support professionals for USAID Global Health Bureaus, Missions and offices worldwide. The ideal candidate will possess a combination of strong recruitment, communication and leadership skills and experience recruiting in the global health sector. Note: This position is contingent upon award.

Responsibilities:

· Lead the sourcing and selection of upwards of 500 staff in the United States and globally to support USAID’s Global Health portfolio.

· Serve as a subject matter expertise in all areas of recruitment, including but not limited to: advertising, campus relations, diversity recruitment, candidate sourcing, interviewing, candidate selection, negotiation and offers.

· Supervise recruitment coordinators and administrative staff, as required.

· Support the HR Program Manager with other elements of HR as needed, including coordinating with subcontractors, managing the budget and monitoring performance and quality.

· Coordinate closely with USAID managers, using a customer-service orientation, on all aspects of recruitment to meet USAID staffing needs.

Qualifications:

· Ability to obtain a U.S. Security Clearance required, active clearance preferred.

· Bachelor’s degree in public health, human resource management, public administration or relevant field.

· 7+ years of demonstrated recruitment experience in international development, with recruitment experience in global health preferred.

· Demonstrated experience filling time-sensitive positions at all levels of an organization, including domestic and overseas placements, in a fast-paced environment.

· Experience with advanced candidate mining techniques, including Boolean search.

· Advanced user of LinkedIn Recruiter.

· Experience developing diversity recruitment strategies and establishing relationships with Minority Serving Institutions, preferred.

· Knowledge of other languages advantageous.
