Main Purpose
• To manage large and complex projects in the delivery of Household Energy Services retrofit work.
• To work with local authorities and key retrofit stakeholders to cultivate an environment in which the retrofit supply chain thrives.
• To support CSE’s ongoing work to build the local supply chain for low carbon retrofit measures, with particular focus on improving skills and increasing capacity.
Specific Responsibilities
• To manage and coordinate the delivery of one or more larger advice projects, including responsibility for ongoing development, service improvement, budgeting, monitoring and evaluation.
• To lead and coordinate wider project teams as appropriate to achieve successful project delivery.
• To maintain effective financial controls of projects and provide the Director of HES and Development with up to date projections of spend and expenditure.
• To liaise with, and report to project partners and funders on a timely basis.
• To manage and develop key strategic relationships with funders.
• To develop partnerships and liaise with a range of stakeholders, potentially including other advice agencies, local authorities, voluntary sector associations and housing associations.
• To work constructively with other senior members of the HES team to help workload capacity planning.
• To work with the Development team and head of HES to identify and develop new opportunities associated with the development of CSE’s advice work.
• To oversee the promotion and marketing of projects to ensure effective engagement with the target audience (in conjunction with Communications and Publicity Manager).
• To represent CSE at external events and conferences as required.
• To work with local community energy groups to promote low carbon retrofit through events such as Green Open Homes.
• To work with CSE advice team leader to ensure CSE advisors have the training and guidance required to give relevant high quality support to householders.
• To provide oversight and guidance to householders involved in the Futureproof scheme as required in the delivery of activity.
Person Specification
Educational or Professional Qualifications
Minimum Maths and English GCSE or equivalent.
Relevant degree or qualifications in building surveying or construction.
Experience
At least three years’ experience of negotiating and delivering funding from energy suppliers or local authorities as part of a retrofit scheme e.g. the Energy Company Obligation (ECO) or Local Authority Delivery Scheme.
At least 5 years’ recent experience working with building contractors, the construction industry and housing retrofit schemes.
Experience of managing contractors and or delivering energy efficiency schemes funded by the Energy Company Obligation or RSLs.
Experience of project delivery, including planning, team management, task allocation and budgeting.
Marketing products or services to householders with an understanding of what motivates people to invest in them.
Experience of outcomes-based project monitoring and evaluation.
Experience of leading projects in crosssectoral partnership with other organisations.
Experience of working with local authorities and other public-sector partners.
Experience of line management and the supervision of project staff.
Good working knowledge of a range of energy efficiency and low carbon technologies.
Knowledge of national home energy policy and programmes.
Understanding of the constraints that planning places upon the improvement of traditional buildings from an energy perspective.
Experience of coordinating domestic retrofit schemes at a programme or household level, in particular an understanding of the issues associated with sequencing measures. Understanding of the impact of EE installation on the performance of domestic building fabric. Understanding of local building supply chains, i.e. existing support networks, trade bodies and quality standards.

Technical Skills
Skilled is use of MS office applications including WORD, Excel and Outlook.
Full driving license Knowledge and experience of using databases.
Experience with tools and software we use for our retrofit coordination services.
